Extreme Maintenance TMP <br /> State Route 12 in Sacramento and San Joaquin Counties <br /> The Transportation Management Plan (TMP) for the multi-district extreme maintenance <br /> project will include extensive coordination between D-4 and D-10, and assistance from <br /> D-3. To minimize impacts to the traveling public during this full closure, a TMP will be <br /> developed and will include the following elements: extensive Public Information <br /> Strategies, Traveler Information Strategies, Incident Management and Construction <br /> Strategies. <br /> The Public Information Office (PIO) will send information out to the public about the <br /> upcoming maintenance on SR-12. Media releases will be sent to at least 6 newspapers <br /> around the area, along with Television coverage on the Sacramento/Stockton channels, <br /> and individual contact with customer groups. Customer groups include federal, state, and <br /> local agencies such as the Coast Guard, AAA, Legislatures, trucking agencies, recreation, <br /> Chamber of Commerce and several more. Flyers will be given out in impacted areas and <br /> adjacent communities. During construction, on-scene PIO coverage will be available for <br /> a live TV spot. <br /> Traveler Information Strategies will include 5 Highway Advisory Radios (HAR)that will <br /> be activated at all decision points 24 hours prior to closure. 2 HAR's will be activated 14 <br /> days in advance of the closure at both ends of the route. PCMS's will be activated 14 <br /> days prior with closure info and telling the motorist to tune radio for HAR info. CHIN <br /> will be activated 24 hrs prior to closure, During the closure, the following elements will <br /> be utilized: 14 PCMS's activated(6 in D10, 8 in D-4), 5 HAR's (1 permanent in D4, 1 <br /> permanent in D-3, 3 trailer (2 in D-4, 1 in D 10), 4 permanent CMS's (3 in D 10, 1 in D-4), <br /> 2 EMS's in D-3, and the Mobile Operations Center in D-10 (see attached map). <br /> For incident management, 4 MAZEEP units will be required, 2 from South Sacramento <br /> CHP and 2 from Stockton CHP. Traffic Management Team members from D-4 and D-10 <br /> will be on-site all three days to monitor traffic and check all elements to insure proper <br /> operation.. <br /> Construction strategies will include a total facility closure for 18 miles with a 28 mile <br /> detour and a 20 to 25 minute delay, contingency plans for both the maintenance <br /> operations and traffic management. The traffic management contingency plan includes <br /> alternate strategies and messages in case the detour or alternate route will be closed. A <br /> communications plan will be developed and given to all involved. <br />
