August 20, 2007
Mr. Scott Cooper
San Joaquin County Public Works
1810 East Hazelton Avenue
Stockton, California
95205
Subject: Encroachment Permit Application
Closure Solutions has proposed to install groundwater monitoring wells at three locations of Star
Street in Lodi, California. Closure Solutions has subcontracted Gregg Drilling of Martinez,
California for the drilling and installation of five off-Site groundwater monitoring wells— one
(MW-lOA) to a depth of approximately 25 feet bgs ("A depth"), two (MW-IOB and MW-I IB)
to a depth of approximately 50 feet bgs ("B depth"), one (MW-IOC) to a depth of approximately
75 feet bgs ("C depth"), and one (MW-IOD) to a depth of approximately 90 feet bgs ("D
depth"), using a hollow-stem auger (HSA) equipped drilling rig. Groundwater monitoring wells
MW-IOA and MW-IOC and groundwater monitoring wells MW-1013 and MW-IOD, will be
installed as two dual-completion (nested) wells. These wells will be installed in the same
borehole, only three locations will be drilled in the Star Street public right-of-way. Drilling is
scheduled to begin September 17, 2007 and should last approximately 4 days. The approximate
locations of the proposed wells are illustrated on Figure 1.
Enclosed are the permit application, the performance bond from Gregg Drilling, traffic control
plans, and a site map.
If you have any questions, please contact Shannon Couch at (510) 798-8314
Sincerely,
Shannon Couch
Project Geologist
