As respects work performed by the Named Insured _ <br /> for or on behalf of the City, the insurance afforded by this policy shall: (a) Be primary <br /> insurance as respects the City, its elected or appointed officers, officials, employees or <br /> volunteers; or (b) Stand in an unbroken chain of coverage excess of the Named <br /> Insured's primary coverage. In either event, any other insurance maintained by the City, <br /> its elected or appointed officers, officials, employees or volunteers shall be in excess of <br /> this insurance and shall not contribute with it. <br /> 3. SCOPE OF COVERAGE: This policy, if primary, affords coverage to the Named <br /> Insured at least as broad as: <br /> Division IV-25 NEI Phase II Water and Sewer <br /> July 2007 CIP Nos.7468,7589, 7590 <br />
