April 8, 2008 <br /> MEMORANDUM <br /> TO: Tom Gau, Chief Deputy Director <br /> Development Services <br /> FROM: Michael Chung, Senior Civil Engineer <br /> Public Services <br /> SUBJECT: PACIFIC GAS AND ELECTRIC REQUEST FOR WAIVER OF THE <br /> TRENCHING POLICY ON MOKELUMNE STREET <br /> This memo is regarding a request by Pacific Gas and Electric Co. (P.G.&E.) for a waiver <br /> of the San Joaquin County Department of Public Works trenching policy. P.G.&E. is <br /> planning to excavate two locations on Mokelumne Preet in the town of Woodbridge. The <br /> purpose of the work is to inspect an existing gas lkie as mandated by the Department of <br /> Transportation's pipeline integrity program. The inspection method will require trench <br /> cutting and to dig a bellhole 12'x10'over the existing gas pipe. As Mokelumne Street was <br /> resurfaced in 2004 and will remain as a moratorium road for a period of five years until <br /> 2009, our policy does not allow for pavement cuts without waiver approval. In order to <br /> mitigate for the trench cuts at the two locations on Mokelumne Street, P.G.&E will neat <br /> line saw-cut, grind, and add asphalt emulsion binder on all surfaces and repave half of the <br /> roadway from the crown of the road to the lip of gutter and ten feet longitudinal each way <br /> from the outer edge of the open trench with 1-1/2" thick asphalt concrete as described by <br /> the attached detail drawing. <br /> My recommendation is to allow the applicant to tap into the gas line as stated above <br /> based on the proposed mitigation to grind and resurface the recently resurfaced roadway <br /> to conform to the rest of the road. Any disturbed striping is to be replaced as it was before <br /> the work was performed. The project was reviewed by Pete Martin from Design <br /> Engineering, David Mendoza from Field Engineering and Tom Okamoto from Traffic <br /> Engineering, all the Engineers concur with the proposal. <br /> Approved by: 2&e__ Date: U �� <br />
