Traffic Control Plan
Soil Borings in Report Avenue Right-of-Way, Stockton,
California
The purpose of this procedure is to provide the guidelines to protect Geosyntec Consultants, Inc
(Geosyntec). employees and contractors. The work zone for the field effort '
s located south of
the intersection of Waterloo Avenue and Report Avenue in Stockton, California (Figure 1 The
scope of work requiring a traffic control plan consists of advancing three (3) borings in the right-
of-way adjacent to the east lane of Report Avenue. The borings will be advanced to a depth of 5
feet below ground surface using a hand-auger to collect soil samples. Geosyntec will be
providing oversight of this work. Report Avenue is located in a residential area and has a speed
limit of 25 miles per hour.
Traffic Plan
Whenever possible, place a work vehicle between your worksite and oncoming traffic. Not only
is it a large, visible warning sign, but also if an oncoming car should fail to yield or deviate, the
parked vehicle rather than your body would absorb the first impact of a crash. Turn the vehicle
wheels so that if it was struck it would swing away from the worksite. In addition, proper PPE
is to be worn during traffic operations, which includes steel-toed boots, a hard hat, and traffic-
rated safety vest.
When in traffic, place the work vehicle facing oncoming traffic and set the parking brake. Turn
off the engine when possible. Always leave some room between the rear of the vehicle and the
work zone. Even though. the vehicle would protect you in a crash, it might be knocked several
feet backwards. Turn the headlights on (night or day).
Use of Signs and Cones to Direct Traffic. Traffic signs and cones are used to direct traffic
away from and around you. Cones and signs are effective only if they give oncoming drivers
enough time to react and make it clear how traffic should react. The work zone is defined as the
area extending from the southernmost to the northernmost proposed boring locations.
Traffic Cones: On the east lane of Report Avenue (oncoming traffic side cones will be set at a
maximum of 100 feet south of the work zone and 40 feet north of the work zone. Cones placed
in between the tapered zones will be spaced ata maximum interval of 50 feet. A schematic of
the traffic control plan is shown on the attached figure (Figure 2).
Warning Signs: Warning signs will be placed ahead of and following the work zones to warn
vehicles. Warning signs will be orange, a minimum of 36"x36" square, and equipped with a
self-supporting base per CalTrans requirements. North of the work zone, a "Road Work Ahead"
sin will be placed south of the intersection of Waterloo Avenue and Report Avenue, which is
approximately 425 feet north of the northernmost boring location The sign will be placid in the
right-of-way of the west lane of Re ort Avenue. Two sinswill be placed south of the work
zone. A "Road Work Ahead" sign will be placed 1,000 feet south of the southernmost boring
