Woodbridge Irrigation District(WID) <br /> Wilkerson Lateral Crossing @Lower Sacramento Road <br /> Encroachment Permit—Project Description <br /> Pursuant to our meetings with County staff:the District has been working on preparing <br /> the attached plans for abandoning the existing twin 24" culvert crossing and installing a <br /> new single crossing culvert. We have met several times with the special projects staff and <br /> County engineering consultants regarding the proposed widening project of Lower <br /> Sacramento Road along with Development Services staff. As you are aware, the <br /> irrigation district provides water to the agricultural community and our season typically <br /> runs from April 1 to November ist. During that time our canals are flowing full to meet <br /> the demands of the agricultural industry and our ability to reconstruct a canal, culvert, <br /> weir structure, etc. is extremely limited. Therefore our"re-build/re-construct season is <br /> from November I" <br /> to April 1 st, during the fall/winter months. <br /> Because of the significance of Lower Sacramento Road, safety concerns related to the <br /> high flow of traffic, existing insufficient pipe culverts and the County's proposed <br /> widening project we have incorporated the following into the proposed design to <br /> minimize any impacts to our community and comply with the County's requirements. <br /> The project summary is as follows: <br /> I) We propose to abandon the existing culverts in-place and pressure fill them with <br /> sand. <br /> 2) We propose to Jack &Bore the new pipe under the Road from R/W to R/W and <br /> install the remainder of the pipe a minimum of 25 ft west of the existing westerly <br /> R/W and a minimum of 25 ft east of the future R/W on the easterly side. <br /> 3) Traffic control will be signing in accordance with the current MUTCD and other <br /> appropriate regulatory requirements. No lane closures, road closures or detouring <br /> is required for this project. <br /> 4) We anticipate the project duration within the existing County R/W will not exceed <br /> 20 working days. Total project construction is estimated to take a total of 60 days. <br /> Attached for your review are 4 full size sets of plans for the project. Please note that the <br /> specifications are incorporated into the plans sheets. It is our intent to begin constriction <br /> January 2011.
