Kim Don,*v.a^ <br /> CWSC, Stockton District Wide Potable Water System Maintenance 19 January 2011 <br /> PROJECT DIS(;RIPTION <br /> The Discharger I)raposes to discharge groundwater from their new supply well 21-02. This well <br /> is located near the intersection of Sanguinetti Lane and Mistletoe Avenue in the City of <br /> Stockton. Well development will be conducted using the air-lifting method. Compressed air is <br /> injected into the well to lilt water and sediment to the surface. As the groundwater exits the <br /> well, it is routed through a filtration system, a series of baffled tanks, and a Baker tank with a <br /> cartridge filtration system, before discharge into the local storm drain system. The approximate <br /> flow will start at 500 gallons per minute to a maximum of 1,200 gallons per minute for a period <br /> of seven days that will directly be discharged into the local storm drain system, then into the <br /> Stockton Diverting Canal. <br /> MONITORING AND REPORTING <br /> All Dischargers must notify Central Valley Water Board staff 24 hours before the start of each <br /> new discharge, as soon as noncompliance is anticipated, and when the discharge ceases. <br /> Therefore, the Discharger was required to submit a Pollution Prevention and Monitoring and <br /> Reporting Program (PPMRP)with the NOI. The PPMRP submitted by the Discharger complies <br /> with Attachment H and with Sections 1, IX, and Xof Attachment E of the Low Threat General <br /> Order, and is hereby approved only for the discharge of groundwater from Supply Well <br /> No. 21-02. Once a revised NOI and PPMRP is approved this NOA will be rescinded and a new <br /> NOA will be issued to cover for all discharges associated with the Stockton District Wide <br /> Potable Water System. <br /> Effluent and receiving water analytical monitoring shall be conducted as described <br /> in the <br /> approved PPMRP and the results submitted to the Central Valley Water Board on a quarterly <br /> basis unless specified otherwise. The Discharger must submit quarterly reports, as described <br /> in Attachment E, Section X, even if there is no discharge or receiving water flow during the <br /> reporting quarter, until the Discharger fomaily requests that coverage under this Order be <br /> terminated. <br /> GENERAL INFORMATION AND REQUIREMENTS <br /> The required annual fee (as specified in the annual billing <br /> YOU. from the State Water <br /> Resources Control Board)shall be submitted until the diha gelll isreceive terminated. To terminate <br /> coverage under the Low Threat General Order, the Dischargers must submit written notification <br /> to the Central Valley Water Board that the discharge regulated by this Low Threat General <br /> Order has ceased and is.no longer necessa <br /> received, then the Dischargers will be required tof pay additional annual fees asuest is tdetermine <br /> the State Water Resources Control Board. d by <br /> ENFORCEMENT <br /> Failure to comply with the Low Threat General Order may result in enforcement actions, which <br /> could include civil liability. Effluent limitation violations are subject to a Mandato <br /> Penalty(MMP) of$3,000 per violation. Late reports may be subject to an MMP of$3,000 for <br /> each period of 30 days Tate.
