IPacific Gas and <br /> —P Etectric Company' <br /> September 1, 2011 <br /> San Joaquin County, <br /> Pacific Gas and Electric Company (PG&E) is planning to conduct some natural gas <br /> pipeline integrity testing in your town. The testing is known as a"close interval survey." <br /> The pipeline has been in service for many years, and has continued to provide safe and <br /> reliable service to your community. PG&E is required by Federal and State regulations <br /> to perform this testing. <br /> The testing will be performed by our contractor, Mears Cpg, under PG&E supervision. <br /> The testing involves placing a probe in contact with the ground surface,there is no <br /> excavating involved, and taking readings of the corrosion protection on the pipe, at both <br /> ends of the casings. If the surface /cover above the pipe is soil, including grass, dirt, etc., <br /> the test reading can be taken directly, without drilling holes. However, if there is a hard, <br /> insulating surface such as asphalt or concrete, a 1/2 inch diameter hole must be drilled <br /> through the thickness of the asphalt or concrete to reach the soil or base rock surface. If <br /> drilling is required, the following occur: the test measurement is recorded after drilling, <br /> the data quality is verified, and the hole is plugged with an approved plug and crack <br /> sealer(See attached documents). This process provides a waterproof repair for the small <br /> hole. If a specific material and process is requested, in lieu of the enclosed procedure to <br /> fill and patch the holes, please note that condition on the permit and provide, in writing, <br /> the specification. Underground Service Alert tickets are called in for this work. <br /> There is also a generic mobile traffic control plan that is enclosed that has been assigned <br /> to your roadways. Please notify me if a site specific plan is required for any of the <br /> proposed work areas. The scope of work is temporary &mobile. <br /> Land Owner Notifications are being sent to all private property owners near the pipeline <br /> to inform them of the local street activity. In some cases, door hangers are hung by the <br /> foreman ahead of time when the survey must encroach upon private property to gain <br /> access to the pipeline easement. <br /> There are several miles of pipeline that require this testing in your area and we are <br /> scheduling this test approximately during the months of September & October.
