Camino Avenue, Room 151 r <br /> Sacramento, California 95821 <br /> Dear Mi r. Punia: <br /> We have reviewed a permit application by Reclamation District 1614(application number <br /> 18638). This project includes removing an existing 10 inch diameter water discharge pipe; <br /> installing a 10 inch diameter, 3/8 inch thick epoxy coated steel pipe through the left bank levee <br /> of the Calaveras River; installing a 55 foot long, 10 inch diameter, 3/8 inch thick, non-coated <br /> steel pipe on the landside of the levee; and placing 8 inches of aggregate base material with 2 <br /> inches of AC to complete the levee crown fill. The project is located in Stockton, east of <br /> Interstate 5 on River Drive at 37.9794'N 121.3379°W NAD83, in San Joaquin County, <br /> California. <br /> Tt a District Engineer has no objection to approval of this application b <br /> flood control standpoint, subject to the following conditions: pp Y Your Board from a <br /> i <br /> a.j That due to the large snow pack and high expected runoff in 2011, the excavation in <br /> the project for the proposed work shall not be performed prior to July 1, 2011 or after November <br /> 1, unless otherwise approved in writing by your Board. <br /> b. ! That in the event trees and brush are cleared, they shall be properly disposed of either <br /> by complete burning or complete removal outside the limits of the project right-of-way. <br /> i <br /> C. That the proposed pipe crossing shall be designed and constructed in accordance with <br /> U.S. Army Corps of Engineers' Engineer Manual(EM) 1110-2-1913, dated April 30, 2000, <br /> Design and Construction of Levees; Sacramento District's Levee Design Guidance Standard <br /> Operating Procedure#3; and California Code of Regulations Title 23 Waters, Division 1 <br /> Reclamation Board. <br /> d. That the proposed pipe shall be designed and constructed to prevent 1)flotation, 2) <br /> scour orlembankment erosion, 3)damage from debris, particularly during flood flows, 4) <br /> leakage,i 5)corrosion, and 13)damage from vehicular loads. <br /> e. That the proposed pipe shall include a shut-off valve on the waterside edge of the <br /> levee crown. <br /> f. j That the invert of the pipe through the levee section shall be above the design profile, <br /> which is'referenced as 10.01 feet sea level datum, 1929, in the Mormon Slough Project, Channel <br /> Improvement and Levee Construction, file number 3-20-142, sheet 3 of 20, dated November 19, <br /> 1965. <br /> i <br />
