Dave Mendoza
County of San Joaquin
Department of Public Works
P.O. Box 1810-1810 E. Hazelton Avenue
Stockton CA 95201
(209)468-3000
Paul Kaplan
PG&E
4040 West Lane
Stockton CA 95204
To the County of San Joaquin, February 28, 2012
PG&E is planning several projects to replace natural gas pipelines and High Pressure Regulators(HPR)
that will commence on West Ripon Road over the course of this year. These projects will increase the
safety and reliability of our gas delivery system and allow more of our customers to be served by lower
pressure distribution lines, rather than high pressure transmission lines.
Through several meetings and discussions, it has been brought to our attention that the pavement along
West Ripon Road was replaced in 2010 with new rubberized asphalt and there is currently a moratorium
on any work that will impact this new pavement. PG&E has several transmission lines running under the
new pavement and requires access to the lines to complete the above mentioned projects.
PG&E currently has two projects that I brought to the attention of Dave Mendoza: 30847269 and
30847270 which entail removing 10 and 14 HPRs, respectively. These projects require cutting the
asphalt to locate the high pressure transmission lines for safety so that when we bore under the road
we know exactly where they are and do not disrupt them; as stated this process cannot be overlooked
as it is vital to public safety. The locations of these holes would be over the existing transmission lines
and would be located approximately12 inches inside the fog lines and close the edge of pavement. It is
PG&E's intention to stay as far out as possible and minimize disruptions to the pavement as much as
possible.
I am requesting approval of our encroachment permits so PG&E can proceed with this work. PG&E
requires these permits to proceed with our projects and improve the reliability and safety of the pipe
lines located in this area, without them we will not be able to complete these projects. PG&E will make
every effort to ensure the reliability of the pavement and not intrude any further than required for
safety. PG&E will repair any damaged pavement following your technical standards and using the same
materials as currently in place. We will ensure rubberized asphalt is used in all of our repairs and will
coordinate with appropriate sources to procure this material.
