Special Conditions for -2- <br /> ENCROACHMENT PERMIT <br /> 13. Final trench paving shall be placed when the length of temporarily surfaced trench exceeds 1,500 <br /> linear feet or by segment of road as determined by the County. Final trench paving will also be <br /> required to be placed when interruptions or delays of the work exceed two (2) weeks. <br /> 14. Roadway areas subject to pavement cuts shall receive a 0.12-foot asphalt concrete overlay from <br /> the centerline (or lane line) to the edge of the traveled way. If the pavement is disturbed on both <br /> sides of the centerline (or adjacent lane), then the entire roadway (or affected lanes) shall be <br /> resurfaced. All pavement conforms shall be ground to provide a flush surface. Contractor shall <br /> grind and overlay within 1�D working days of permanent trench paving. Shoulder areas shall be <br /> brought up to the finish grade as directed by the County. <br /> 15. Contractor shall establish existing roadway and drainage grades within the construction area. <br /> Any repair to roadways and adjacent areas shall match existing grades. Any proposed grade <br /> changes shall receive prior approval from County. <br /> 16. Above ground ARV boxes and other similar facilities will be allowed within the right-of-way if <br /> located as far to the outside edge as possible and if the location either meets AASHTO Clear <br /> Zone guidelines or is protected by an existing obstruction such as a tree or utility pole. <br /> 17. Prior to the closure of each phase of construction, City shall meet and confer with County Public <br /> Works to review any issues with proposed work. An encroachment permit shall be required for <br /> each phase of construction. Allow four(4) weeks minimum prior to begin of next phase to discuss <br /> any issues. <br /> Amendments to the traffic control plan for signage: <br /> 18. Regulatory, warning, and guide signs shall be retroreflective or illuminated to show the same <br /> shape and similar color by both day and night. The requirements for sign illumination shall not be <br /> considered to be satisfied by street or highway lighting. <br /> 19. The standard sign dimensions prescribed in the California MUTCD, FHWA's Standard Highway <br /> Signs book and Department of Transportation's California Sign Specifications shall be used. <br /> 20. Word messages should be as brief as possible and the lettering should be large enough to <br /> provide the necessary legibility distance. A minimum specific ratio, such as 25 mm (1 in) of letter <br /> height per 12 m (40 ft) of legibility distance, should be used. <br /> 21. Signs installed at the side of the road in rural districts shall be at least 1.5 m (5 ft), measured from <br /> the bottom of the sign to the near edge of the pavement. Where parking or pedestrian <br /> movements occur, the clearance to the bottom of the sign shall be at least 2.1 m (7 ft). <br /> 22. A 2.1 m (7 ft) mounting height may be used in rural areas for increased visibility. <br /> 23. Sign posts, foundations, and mountings shall be so constructed as to hold signs in a proper and <br /> permanent position, and to resist swaying in the wind or displacement by vandalism. <br />
