<br />1. ALL IMPROVEMENTS SHALL BE CONSTRUCTED IN STRICT ACCORDANCE WITH THE FOLLOWING: CITY OF
<br />STOCKTON STANDARD SPECIFICATIONS AND PLANS ADOPTED SEPTEMBER 27, 2016, AND ALL AMENDMENTS
<br />THERETO TO DATE, CALIFORNIA DEPARTMENT OF TRANSPORTATION STANDARD SPECIFICATIONS (CALTRANS) LATEST
<br />EDITION, AND THE 2014 MANUAL ON UNIFORM TRAFFIC CONTROL DEVICES (MUTCD), WHERE APPLICABLE. WHERE
<br />THERE IS A CONFLICT BETWEEN THE PLANS AND THE CITY'S STANDARD SPECIFICATIONS AND PLANS, THE CITY OF
<br />STOCKTON STANDARD SPECIFICATIONS AND PLANS SHALL PREVAIL. ALL WORK SHALL BE UNDER THE INSPECTION
<br />OF THE CITY OF STOCKTON.
<br />2. PRIOR TO THE SCHEDULING OF A PRE -CONSTRUCTION MEETING OR THE ISSUANCE OF AN ENCROACHMENT
<br />PERMIT THE DEVELOPER OR CONTRACTOR SHALL OBTAIN A GRADING PERMIT FROM THE CITY OF STOCKTON'S
<br />COMMUNITY DEVELOPMENT DEPARTMENT, BUILDING DIVISION.
<br />3. THE CONTRACTOR SHALL CONTACT JASON ENDER (209) 937-8381 OF THE CITY OF STOCKTON FOR A
<br />PRE -CONSTRUCTION CONFERENCE A MINIMUM OF SEVENTY TWO (72) HOURS PRIOR TO THE COMMENCEMENT OF
<br />WORK.
<br />4. THE CONTRACTOR SHALL BE RESPONSIBLE FOR ALL PERMITS AND LICENSES REQUIRED FOR THE
<br />CONSTRUCTIONS AND COMPLETION OF THE PROJECT, AND SHALL PERFORM ALL WORK IN ACCORDANCE WITH THE
<br />REQUIREMENTS AND CONDITIONS OF ALL PERMITS AND APPROVALS APPLICABLE TO THIS PROJECT. THE
<br />CONTRACTOR SHALL ENSURE THAT THE NECESSARY RIGHT-OF-WAY, EASEMENTS, AND/OR PERMITS ARE SECURED
<br />PRIOR TO CONSTRUCTION.
<br />5. CONTRACTOR SHALL OBTAIN AN ENCROACHMENT PERMIT WHERE APPLICABLE FOR ANY WORK DONE WITHIN
<br />RIGHT-OF-WAY OR EASEMENTS FROM CITY OF STOCKTON, CONTRACTOR SHALL NOTIFY CITY, 24 HOURS IN
<br />ADVANCE OF COMMENCING THE WORK OR AS REQUIRED BY SAID PERMITS.
<br />6. ALL STATIONS REFER TO DISTANCES ALONG STREET CENTERLINE, UNLESS OTHERWISE NOTED, ALL STATIONS OFF
<br />CENTERLINE ARE PERPENDICULAR TO OR RADIALLY OPPOSITE CENTERLINE STATIONS.
<br />7. THE CONTRACTOR SHALL PROVIDE ALL LIGHTS, BARRICADES, SIGNS, FLAGMEN OR OTHER DEVICES NECESSARY
<br />FOR PUBLIC SAFETY.
<br />8. CONTRACTOR SHALL SUBMIT A TRAFFIC CONTROL AND/OR DETOUR PLAN FOR APPROVAL BY THE CITY OF
<br />STOCKTON TRAFFIC ENGINEER PRIOR TO THE START OF CONSTRUCTION.
<br />9. THE CONTRACTOR SHALL BE HELD RESPONSIBLE FOR ANY FIELD CHANGES MADE WITHOUT PRIOR WRITTEN
<br />AUTHORIZATION FROM THE OWNER AND THE CITY ENGINEER.
<br />10. DUST CONTROL SHALL BE PROVIDED AT ALL TIMES, AT THE CONTRACTOR'S EXPENSE, TO MINIMIZE DUST
<br />NUISANCE AND SHALL BE IN ACCORDANCE WITH SECTION 10 OF CALTRANS STANDARD SPECIFICATIONS AND THE
<br />REQUIREMENTS OF THE CITY OF STOCKTON. CONTRACTOR SHALL OBTAIN A PERMIT FROM CALIFORNIA WATER
<br />SERVICE COMPANY FOR USE OF WATER FROM FIRE HYDRANTS FOR CONSTRUCTION PURPOSES. THE PERMIT
<br />SHALL BE APPROVED BY THE CITY OF STOCKTON FIRE DEPARTMENT.
<br />11. WHENEVER EXISTING FACILITIES ARE REMOVED, DAMAGED, BROKEN, OR CUT IN THE INSTALLATION OF THE
<br />WORK COVERED BY THESE PLANS OR SPECIFICATIONS, SAID FACILITIES SHALL BE REPLACED AT THE
<br />CONTRACTOR'S EXPENSE, AFTER PROPER BACKFILLING AND/OR CONSTRUCTION, WITH MATERIALS EQUAL TO OR
<br />BETTER THAN THE MATERIALS USED IN THE ORIGINAL EXISTING FACILITIES. THE FINISHED PRODUCT SHALL BE
<br />SUBJECT TO THE APPROVAL OF THE OWNER, THE ENGINEER, AND THE RESPECTIVE REGULATORY AGENCY.
<br />12. THE CONTRACTOR SHALL MAINTAIN A NEATLY MARKED SET OF FULL-SIZE AS -BUILT RECORD DRAWINGS
<br />SHOWING THE FINAL LOCATION AND LAYOUT OF ALL MECHANICAL; ELECTRICAL AND INSTRUMENTATION EQUIPMENT;
<br />PIPING AND CONDUITS; STRUCTURES AND OTHER FACILITIES. THE AS-BUILTS OF THE ELECTRICAL SYSTEM SHALL
<br />INCLUDE THE STREET LIGHT LAYOUT PLAN SHOWN LOCATION OF LIGHTS, CONDUITS, CONDUCTORS, POINTS OF
<br />CONNECTIONS TO SERVICES, PULLBOXES, AND WIRE SIZES. AS -BUILT RECORD DRAWINGS SHALL REFLECT CHANGE
<br />ORDERS, ACCOMMODATIONS, AND ADJUSTMENTS TO ALL IMPROVEMENTS CONSTRUCTED, WHERE NECESSARY,
<br />SUPPLEMENTAL DRAWINGS SHALL BE PREPARED AND SUBMITTED BY THE CONTRACTOR.
<br />PRIOR TO ACCEPTANCE OF THE PROJECT, THE CONTRACTOR SHALL DELIVER TO THE ENGINEER, ONE SET OF
<br />NEATLY MARKED AS -BUILT RECORD DRAWINGS SHOWING THE INFORMATION REQUIRED ABOVE. AS -BUILT RECORD
<br />DRAWINGS SHALL BE REVIEWED AND THE COMPLETE AS -BUILT RECORD DRAWING SET SHALL BE CURRENT WITH
<br />ALL CHANGES AND DEVIATIONS REDLINED AS A PRECONDITION TO THE FINAL PROGRESS PAYMENT APPROVAL
<br />AND/OR FINAL ACCEPTANCE.
<br />13. THIS DEVELOPMENT WILL NOT BE SUBMITTED TO THE CITY FOR ACCEPTANCE OF IMPROVEMENTS UNTIL ALL
<br />STREET LIGHTS ARE INSTALLED AND ENERGIZED. COMPLETE AS -BUILT PLANS ARE ALSO REQUIRED PRIOR TO
<br />INSPECTION.
<br />14. THE CONTRACTOR SHALL PROVIDE ALL SHORING, BRACING, SLOPING OR OTHER PROVISIONS NECESSARY TO
<br />PROTECT WORKMEN FOR ALL AREAS TO BE EXCAVATED TO A DEPTH OF 5' OR MORE. EXCAVATIONS OF 5 FEET
<br />OR MORE IN DEPTH WILL REQUIRE AN EXCAVATIONS PERMIT FROM THE STATE OF CALIFORNIA DEPARTMENT OF
<br />INDUSTRIAL SAFETY FOR TRENCHES 5 FEET OR MORE IN DEPTH, THE CONTRACTOR SHALL COMPLY WITH SECTION
<br />5-1.02A OF THE CALTRANS STANDARDS, SECTION 6705 OF THE STATE OF CALIFORNIA LABOR CODE, AND ANY
<br />LOCAL CODES OR ORDINANCES.
<br />15. ACTUAL CONNECTIONS TO EXISTING WATER LINES WILL NOT BE PERMITTED PRIOR TO THE COMPLETION OF
<br />STERILIZATION AND TESTING OF NEW WATER MAINS. ALL WATER VALVES TO BE OPERATED UNDER THE DIRECTION
<br />OF THE WATER DIVISION OF THE REGULATORY AGENCY PERSONNEL ONLY.
<br />16. THE UNDERGROUND CONTRACTOR SHALL PROVIDE SUFFICIENT RECORDS AND SHALL LEAVE ADEQUATE MARKS
<br />IN THE FIELD FOR THE CURB, GUTTER AND SIDEWALK CONTRACTOR TO ACCURATELY STAMP THE "S" AND "W"
<br />MARKINGS FOR SANITARY AND WATER SERVICES. PRIOR TO THE PLACING OF ANY SIDEWALK OR CURB SECTION,
<br />THE CURB, GUTTER AND SIDEWALK CONTRACTOR SHALL FURNISH DATA TO THE CITY OF STOCKTON FIELD
<br />INSPECTOR SHOWING HE HAD ADEQUATE INFORMATION TO ACCURATELY FIELD LOCATE AND MARK THE "S" AND "W"
<br />MARKINGS TO BE STAMPED IN HIS WORK. SANITARY SEWER SERVICES IN NEW SUBDIVISIONS SHALL BE MARKED
<br />BY THE CURB, GUTTER AND SIDEWALK CONTRACTOR WITH AN "S" STAMPED ON THE BACK OF THE SIDEWALK OR
<br />ON THE TOP OF THE CURB. WATER SERVICES IN NEW SUBDIVISIONS SHALL BE MARKED BY THE CURB, GUTTER
<br />AND SIDEWALK CONTRACTOR WITH A "W" STAMPED ON THE BACK OF THE SIDEWALK OR ON TOP OF CURB.
<br />PRIOR TO FINAL TROWELING OF THE CONCRETE, THE CITY OF STOCKTON FIELD INSPECTOR SHALL DETERMINE THAT
<br />THE "S" AND "W" MARKINGS HAVE BEEN STAMPED ON THE BACK OF SIDEWALK OR ON THE TOP OF CURB.
<br />17. THE PROPERTY OWNERS, DEVELOPERS, AND/OR SUCCESSORS IN INTEREST SHALL COMPLY WITH THE PROVISIONS
<br />OF THE CALIFORNIA GENERAL CONSTRUCTION ACTIVITY STORM WATER PERMIT AND STATE WATER RESOURCES CONTROL
<br />BOARD ORDER NUMBER 2009-0009-DWQ. COMPLIANCE IS MANDATORY PER THE CITY OF STOCKTON'S GRADING AND
<br />EROSION CONTROL ORDINANCE CHAPTER 15, SECTIONS 15.48.010 THROUGH 15.48.140 OF THE STOCKTON MUNICIPAL
<br />CODE.
<br />18. THE DISCHARGE OF CHLORINATED AND DE -CHLORINATED WATER INTO THE STORM DRAIN SYSTEM IS PROHIBITED.
<br />THE DISCHARGE OF CHLORINATED AND DE -CHLORINATED WATER INTO THE SANITARY SEWER SYSTEM REQUIRES PRIOR
<br />APPROVAL FROM MUD. CONTACT RICHARD STIFFLER AT (209) 937-8740.
<br />19. ALL WATER IMPROVEMENTS MUST BE REVIEWED AND APPROVED BY CAL WATER, CITY NO LONGER RECEIVES CAL
<br />WATER MAPS TO VERIFY WATER IMPROVEMENTS.
<br />20. CONTRACTOR AGREES THAT HE SHALL ASSUME SOLE AND COMPLETE RESPONSIBILITY FOR JOB SITE CONDITIONS
<br />DURING THE COURSE OF CONSTRUCTION OF THIS PROJECT, INCLUDING SAFETY FOR ALL PERSONS AND PROPERTY; THAT
<br />THIS REQUIREMENT SHALL APPLY CONTINUOUSLY AND NOT BE LIMITED TO NORMAL WORKING HOURS; AND THAT THE
<br />CONTRACTOR SHALL DEFEND, INDEMNIFY AND HOLD THE OWNER AND THE ENGINEER HARMLESS FROM ANY AND ALL
<br />LIABILITY, REAL OR ALLEGED, IN CONNECTION WITH THE PERFORMANCE OF WORK ON THIS PROJECT, EXCEPT FOR
<br />LIABILITY ARISING FROM THE SOLE NEGLIGENCE OF THE OWNER OR THE ENGINEER.
<br />21. THE EXISTING UNDERGROUND UTILITIES SHOWN WERE PLOTTED FROM EXISTING AVAILABLE RECORDS OBTAINED FROM
<br />THE UTILITY COMPANIES. NEITHER THE OWNER NOR THE ENGINEER SHALL BE RESPONSIBLE FOR THE ACCURACY OF
<br />SUCH RECORDS AND DO NOT GUARANTEE THAT ALL UNDERGROUND FACILITIES ARE LOCATED PRECISELY AS SHOWN.
<br />PRIOR TO BEGINNING CONSTRUCTION, IT SHALL BE THE CONTRACTORS RESPONSIBILITY TO ASCERTAIN FROM ALL UTILITY
<br />COMPANIES THE FIELD LOCATION OF THEIR UNDERGROUND FACILITIES. ALL KNOWN OWNERS OF UNDERGROUND
<br />FACILITIES IN THE AREA CONCERNED SHALL BE ADVISED OF PROPOSED WORK AT LEAST 72 HOURS PRIOR TO THE
<br />START OF ACTUAL EXCAVATION.
<br />22. EXCAVATION SAFETY REQUIREMENTS INCLUDE SUBMITTING A CAL OSHA PERMIT OR LETTER OF NOTIFICATION TO THE
<br />CITY BEFORE EXCAVATION OF OVER FIVE FEET DEEP.
<br />23. PRIOR TO COMMENCING ANY WORK, IT SHALL BE THE CONTRACTOR'S RESPONSIBILITY TO HAVE EACH UTILITY
<br />COMPANY LOCATE IN THE FIELD THEIR MAIN AND SERVICE LINES. THE CONTRACTOR SHALL NOTIFY MEMBERS OF THE
<br />UNDERGROUND SERVICE ALERT (U.S.A.) 48 HOURS IN ADVANCE OF ANY EXCAVATION WORK BY CALLING 800-227-2600.
<br />24. PRIOR TO SUBMITTING A BID, THE CONTRACTOR SHALL PERFORM THE NECESSARY EARTHWORK CALCULATIONS TO
<br />DETERMINE THE AMOUNT OF CUT AND FILL AND RESULTANT EXCESS OR SHORTAGE OF DIRT ONSITE, AND NOTIFY THE
<br />CIVIL ENGINEER OF HIS RESULTS. THIS MAY NOT BE A BALANCED SITE.
<br />25. ALL CONSTRUCTION STAKING SHALL BE DONE BY DILLON & MURPHY. STAKING BY OTHERS SHALL BE AT THEIR
<br />OWN RISK AND DILLON & MURPHY IS NOT RESPONSIBLE FOR FIELD CHANGES.
<br />26. CONTRACTOR SHALL GIVE THE CIVIL ENGINEER A MINIMUM OF 48 HOURS NOTIFICATION PRIOR TO ANY AND ALL
<br />STAKING.
<br />27. DILLON & MURPHY, CONSULTING CIVIL ENGINEERS WILL NOT PROVIDE ELECTRONIC FILES OR VERTICAL AND
<br />HORIZONTAL CONTROL POINTS TO BE USED IN PREPARATION OF "GPS STAKING MODELS" OR FOR USE IN "GPS
<br />CONSTRUCTION STAKING" ACTIVITIES TO ANY INDIVIDUAL OR COMPANY WHO IS NOT LICENSED IN THE STATE OF
<br />CALIFORNIA TO PRACTICE CIVIL ENGINEERING AND/OR PROFESSIONAL LAND SURVEYING.
<br />28. IT IS THE CONTRACTOR'S RESPONSIBILITY TO FULFILL ANY SWPPP AND BMP REQUIREMENTS.
