CONTRACTOR SHALL PROVIDE CERTIFICATIONS TO OWNER FOR FOLLOWING <br />STAGES OF COMPLETION: <br />A. ROUGH GRADE TO PLUS OR MINUS ONE-TENTH OF A FOOT. ROUGH <br />GRADE SOIL COMPACTION PRIOR TO ANY UNDERGROUND <br />CONSTRUCTION. <br />B. TRENCH BACKFILL. <br />C. SEWER, WATER AND IRRIGATION TESTING COMPLETE AND PASSING <br />PRIOR TO FINE GRADING AND BASE ROCK PLACEMENT. <br />D. FINE GRADING TO PLUS OR MINUS ONE-TENTH OF A FOOT PRIOR <br />TO ANY BASE ROCK PLACEMENT. <br />E.
