<br />It appearing to the satisfaction of this Board tbat all the necessary steps in the matter of laying
<br />out and locating the above mentioned road have been duly and regularly taken, and that all the
<br />awards of damages heretofore made by said Board in said matter leave been accepted by the re-
<br />spective persons to whom such a -wards of damages were made,
