Department of Transportation - Division of Maintenance <br />Structure Maintenance & Investigations <br />INSPECTION COMMENTARY <br />SCOPE AND ACCESS <br />All elements listed in the "Underwater Elements Investigated" section of the report were inspected from the high -waterline down to the <br />mudline. The inspection of the remainder of the element and all other elements is the responsibility of the routine inspection. <br />This underwater inspection follows the procedures of Section 5.4 of the SM&I Procedures Manual. <br />This structure was inspected using wade, float, and probe inspection techniques on Bent 4 to Bent 7; and surface supplied diving <br />techniques on Bent 2 and Bent 3. To wade and probe, the inspector used an inflated drysuit for flotation and a pole, 8 feet long, to probe <br />and inspect the structure. Inspection operations were staged from the Caltrans dive boat "Scow". <br />SUBSTRUCTURE <br />All submerged elements were covered with a thin layer of marine growth which was removed using scraping tools. This condition allowed <br />for a 100% Level I inspection and a minimum of 10% Level II inspection of the submerged portions of the elements. <br />For reference purposes, the distance from the waterline to the soffit was 15 feet, 2 inches at 1330 hours on the day of this inspection. <br />This measurement was taken near the bent cap, Column 5, Bent 3. <br />The following water depths/miscellaneous conditions were noted: <br />Bent 2: <br />Column 1(West): 1 foot <br />Column 6(East): 1 foot <br />Bent 3: <br />Column 1(West): 9 feet <br />Column 6(East): 8 feet <br />Bent 4: <br />Column 1(West): 1 foot <br />Column 6(East): 1 foot <br />Bent 5: <br />Column 1(West): 0 <br />Column 6(East): 0 <br />Bent 6: <br />Column 1(West): 0.5 foot <br />Column 6(East): 0.5 foot <br />Bent 7: <br />Column 1(West): 2 feet <br />Column 6(East): 2 feet <br />Element 204, Column -PS Concrete <br />See ELI table for condition state and rating. <br />Prior to this inspection the SNBI B.C.15 Underwater Inspection rating was coded 6. The conditions present on the date of this inspection <br />are consistent with a SNBI rating of 6. <br />WATERWAY <br />Prior to this inspection the SNBI B.C.09 Channel rating was coded 8. The conditions present on the date of this inspection are consistent <br />with a SNBI rating of 7. NBI Item 61 decreased from 8 to 7. <br />Prior to this inspection the SNBI B.C.10 Channel Protection rating was coded 6. The conditions present on the date of this inspection are <br />consistent with a SNBI rating of N. There are no channel protection devices. <br />Prior to this inspection the SNBI B.C.11 Scour condition rating was coded 6. The conditions present on the date of this inspection are <br />consistent with a SNBI rating of 8. <br />Prior to this inspection the SNBI B.AP.03 Scour Vulnerability rating was directly transitioned from the NBI Item 113 Scour Critical Bridge <br />Rating and was assigned a temporary rating of (AB-T).
