Callahan' <br /> Subject: RE: PG&E Encroachment Request <br /> Good Morning Tim...per your request, below is the description from PG&E stating the urgency for this work: <br /> Thank you for working with us on the Pacific Gas& Electric (PG&E)Weld Verification Digs,WV-4(Locations D-H). <br /> The purpose of this work is to perform a re-inspection of girth welds to confirm that the integrity of PG&E's main line gas <br /> pipe is considered safe for operation. The welds will be examined per American Petroleum Institute (API)Standard <br /> 1104, 20th edition. The California Public Utilities Commission (CPUC) is expecting a re-inspection of the girth welds no <br /> later than March 31, 2014. <br /> Previously, a third party contractor used an x-ray inspection technique involving two exposures taken 180 degrees apart. <br /> This technique is not consistent with industry practice or the third party's procedures for radiographic testing (RT), <br /> which require at least three exposures, separated by no more than 120 degrees, per API 1104, 20th Edition,Welding of <br /> Pipelines and Related Facilities,Section 11. The third party's contract with PG&E has since been terminated. <br /> The films from the original inspection have been reviewed and evaluated,and PG&E has identified no safety <br /> issues. Further,the entire affected pipeline section was successfully strength tested with water at the time of <br /> installation at a pressure confirming their current maximum allowable operating pressure. <br /> To re-inspect the welds in compliance with API 1104,.20th edition, and to meet the CPUC's expected deadline of March <br /> 31, 2014, PG&E is requesting a waiver to perform work in the road during the San Joaquin County moratorium. If at all <br /> possible, PG&E would like to begin work starting middle to late February of 2014.
