PS-1402975 October 29,2014 <br /> SPECIAL CONDITIONS FOR BNSF RR TRACKS GRADE IMPROVEMENT <br /> ENCROACHMENT PERMIT <br /> 1. Maintain traffic controls for all roads in accordance with the attached Traffic Control Plan. Traffic <br /> control delays shall not exceed 15 minutes. The road closures shall be maintained during non- <br /> working hours. All barricades and traffic control signs shall remain in place and be maintained <br /> during approved closure times. <br /> 2. Access to all properties within the work areas shall be maintained at all times. <br /> 3. Residents and businesses shall be notified in writing, as approved by the County, 48 hours in <br /> advance of any impacts to their access. <br /> 4. Any areas where parking is to be restricted shall have signs noting the restrictions in place at <br /> least 48 hours in advance. <br /> 5. Existing fences shall not be removed without written consent of the property owner. Such consent <br /> shall be submitted to the County prior to the removal. Fences removed shall be restored with in- <br /> kind or better materials. <br /> 6. Final paving for road resurfacing shall be per Caltrans' specifications and shall not occur between <br /> November 1 and March 31 unless authorized by the County. <br /> 7. All pavement conforms shall be ground to provide a flush surface. Shoulder areas shall be <br /> brought up to the finish grade as directed by the County. <br /> 8. Contractor shall establish existing roadway and drainage grades within the construction area. <br /> Any repair to roadways and adjacent areas shall match existing grades. Any proposed grade <br /> changes shall receive prior approval from County. <br /> 9. Traffic Control Signs for Phase 1 shall be removed or sacked when roadway is reopened on <br /> 11/7/2014 and completely removed from the right-of-way by 11/10/2014. Traffic Control Signs for <br /> Phase 2 shall be removed or sacked when roadway is reopened on 11/21/2014 and completely <br /> removed from the right-of-way by 11/24/2014. <br /> 10. Shoulder backing shall be backed with Class II Aggregate Base from edge of pavement a <br /> minimum of 4-inches thick by 4-feet wide. <br /> 11. County roads shall be kept clean from mud and debris at all times along the access points and <br /> work zone areas during entire project. All traffic signage and roadway markings within the <br /> construction zone shall be maintained in a clearly visible condition during construction activities. <br /> 12. The contractor shall not conduct construction operations in rain or heavy fog conditions. <br />
