•
PS-1502813 October 15,2015
SPECIAL CONDITIONS FOR
UNION ROAD DETOUR— CITY OF MANTECA
ENCROACHMENT PERMIT
1. Regulatory, warning, and guide signs shall be retroreflective or illuminated to show the same
shape and similar color by both day and night. The requirements for sign illumination shall not be
considered to be satisfied by street or highway lighting.
2. The standard sign dimensions prescribed in the California MUTCD, FHWA's Standard Highway
Signs book and Department of Transportation's California Sign Specifications shall be used.
3. The lettering should be large enough to provide the necessary legibility distance. A minimum
specific ratio, such as 25 mm (1 in) of letter height per 12 m (40 ft) of legibility distance, should be
used.
4. Signs installed at the side of the road in rural districts shall be at least 1.5 m (5 ft), measured from
the bottom of the sign to the near edge of the pavement. Where parking or pedestrian
movements occur, the clearance to the bottom of the sign shall be at least 2.1 m (7 ft).
5. A 2.1 m (7 ft) mounting height may be used in rural areas for increased visibility.
6. Sign posts, foundations, and mountings shall be so constructed as to hold signs in a proper and
permanent position, and to resist swaying in the wind or displacement by vandalism.
7. Where the color orange is required, fluorescent orange colors may also be used. The fluorescent
versions of orange provide higher conspicuity than standard orange, especially during dusk
hours.
8. Warning signs that are used in TTC zones shall have black legends and borders on an orange
background.
9. Contractor shall notify and coordinate with all emergency services (fire, police, etc.) and other
affected agencies (schools, post offices, etc.) a minimum of 7-days prior to closure.
10. Residents and businesses shall be notified in writing, as approved by the County, 48-hours in
advance of any impacts to their access.
