August 28, 2006
MEMORANDUM
TO: Tom Gau, Chief Deputy Director
Development Services
FROM: Michael Callahan, Senior Civil Engineer
Public Services
SUBJECT: TODD PENALTA (P.G.&E.) REQUEST FOR A WAIVER OF THE
TRENCHING POLICY.
This memo is regarding a request from Todd Penalta for a waiver of the San Joaquin
County Department of Public Works trenching policy. Mr. Penalta is planning to tap into
an existing gas line using bellhole and bore method to provide service to a new home site
at 2972 "B "Street. As the street was recently resurfaced, our policy does not allow for
pavement cuts. In order to mitigate for the trench, he will line saw-cut, grind, and add
asphalt emulsion binder on all surfaces and repave four feet by four feet over the bellhole
area as shown on the attached map. The nearest edge of the patch will be twenty feet
from the center on the existing roadway and outside of the traveled way.
My recommendation is to allow the applicant to tap into the gas line as stated above
based on the proposed mitigation to grind and resurface the recently resurfaced roadway
to conform to the rest of the road. Note that a City Subdivision has constructed utility
connections at this location and will plane and overlay all disturbed areas, approximately
150 feet. Any disturbed striping is to be replaced as it was before the work was
performed. Pete Martin from Design Engineering and David Mendoza from Field
Engineering, have reviewed and concur with the work that is planned to be performed on
"B" Street.
Approved by:
