September 14, 2006
MEMORANDUM
TO: Tom Gau, Chief Deputy Director
Development Services
FROM: Michael Callahan, Senior Civil Engineer
Public Services
SUBJECT: RON GIBBS (P.G.&E.) REQUEST FOR A WAIVER OF THE
TRENCHING POLICY.
This memo is regarding a request from Ron Gibbs for a waiver of the San Joaquin
County Department of Public Works trenching policy. Mr. Gibbs is planning to tap into
an existing gas line using bellhole and bore method to provide service to a new home site
at 120 Adelbert Avenue. As the street was recently resurfaced, our policy does not allow
for pavement cuts. In order to mitigate for the bellhole, he will surface plane one and a
half inches thick by twelve feet wide by twenty feet long and place asphalt concrete with
emulsion binder on the prepared area as shown on the attached sketch.
My recommendation is to allow the applicant to tap into the gas line as stated above
based on the proposed mitigation to conform to the rest of the road. Any disturbed
striping will also be replaced as it was before the work was performed. Pete Martin from
Design Engineering and David Mendoza from Field Engineering, have reviewed and are
concur with the work that is planned to be performed on Adelbert Avenue.
Approved by:
