,GENERAL PROVISIONS <br />GOVERNING INSTALLATION OF SUBSURFACESTRUCTURESANDPI1'ELlNES WITBJN COUNTYROAD-RIGHTS,OF-WAY . <br />PUBLIC CONVENIENCE ANDSAFETY: <br />A Before obstructing any private driveway entrance or County road 'traveled way with a french,spoil bank.equipment or other barrier permitted for any <br />prolonged.period o4ime,the Perrnittee.shaU notify the known users afthe respective fuorougbfare(s)involved,and shall provide access for vehicular and <br />pedestrian traffic to an.dfrom the road.... <br />1.Unless otherwise pennitted.aUwork shall be conducted in such a manner that DO less than ane lane of~e existip.g County road traveled way will <br />be maintained open to public traffic:during working hours in a smooth..~d safe riding condition(s).Two lanes shall be open after working hOUTS. <br />2.In cases where road closure ispermitted,the permission to close the road will be graated under .the condition that the Permitree notify the <br />farrowing persons and/or agencies afthe time,the period of closure.and-the detour route at least tWenfy.,.xour(24)hours prior to said road closure. <br />a.The County of San Joaquin Publie Works Department to be taken in this regard after dark.' <br />D..Any excess dirt and/or debris which might be ahazard to either automobile or pedestrian tra:f:fic~lJllcontrollable by lights,signs and barricades,shall be <br />removed from the jobsUe daily. <br />STRlJCTURES:. <br />.A.Walls of structures shall be such quality and strength iliattheywill resist all pressures 8D;dwill not cmckorbe deformed in such a way as to crea!e a~d <br />.or maintenance problem at any time.Tfierefore,the minimum structural requiremeri.ts for concrete pipe placed tmder county road rights-of-way shall <br />conform to the'fo1l6wing American:Association ofSt<m:Highway and transportation Officials (AASHTO}designations.. <br />1.For c6ncrete pipe up to and including thirty-three inch~(33")inside-diameter.extra strength concrete confurming to AASHTO De~ignationM <br />170M.. <br />..2..For concrete pipe thirty-six.inches (36")inside diameter and larger,reinforced concrete pipe confooning to AASHTO Desi!maUon M 170M Classill..~'". <br />3.Plastic pipe conforming to AASHTO Designation M294. <br />B.All concrete.piPe joints with County road rights-of-way shall be sealed against leakage and/or.infiltration with robber gasket in conformance with Section65-1:06 of the California Standard Specifica1ions~or with other methods ~may be permitted under the Special Provisions.. <br />C.Cast-in.-place coocrete pipe.vitrified clay pipe.spiral welded steel pipe.or corrugated aluminum alfoy pipe shall not be installed within the County road <br />rights-of-way unless specifically so stated in the Speci81 Provisions,and only under the conditions asprovided... <br />I\All structures to be buried -within.the County rights-of-way shall be set at such elevations as to allow minimum covera.:,o-eof thirty inches (3D")to the <br />centerline of the roadways and twelve inches (12)atilie bottOms of borrow ditches each side of the roadways.The depths of strocmres shall be established <br />below a fiat pI8?e extending across the rights-of-way.no part of which shall extend above the elevations stated above;maD.1i.oies.lampholes.~alves.etc.not <br />included.Future surface elevations shall be anticipated as Dl~.arlyas possible and structure elevations shall be established for future adjustments 'accordingly. <br />E.The County hereby reserves the right to specify in the SJ2eclalProvisions wbere 80%comp~on is required...' <br />No portion oftha excavation(s)shalI-be compacted by ponding orjetling nn1ess amaintenance bond is provided... <br />Gravel backfill material shall be utilized only where specifically so stated on the face oftD.epermit It shall be compacted by means of ahigh-frequency <br />intemaI vibrator"the compacrorto be a size 'and type approved by the Engineer.Peints of compaction shall not be greater than 18"centers and to the full <br />depth of the lift.'.. <br />All pavements.curbs,gutters.sidewalks,borrow,ditches.pipes,head walls~road signs.trees,shrubbery.and/or other permanent rbad facilities impaired by <br />or ~a result of constrnction operations attlie cOnstruction site(s)occoupied by materials and/or equipment,shall be restored.immediately upon backfilling of <br />.the excavation to the original grades and cross sections,.aI;ldto a condition as good as,or better than existing prior to CCll1Str1lction. <br />All surfacing materials ofroadways and driveway approaches cut or damaged by or as a result of construction.operations.shall be replaced.within "ONE <br />WEEK foliovr.ing the backfilling of excavation,.weather permitting;with compacted layers of surfacingmateriaIs at least as thick asthe existing.and no less <br />than two inches (2")of asphalt concrete over six inches (6")of aggregate base,both as specified below..• <br />-k Asphalt Concrete:Combinedmineral aggregale shall conform to the quality and.gradotion requiremeots fur Type "B"llne,haIf inch(l/2) <br />maximum aggregate,coarse ormediUIEl gradation as specified in Se~on 39 of the California Standard Specifications.The bituminous binder to <br />be mixed with mineral aggregBle shall be paving asphalt having (Grade PG 64-10),unless otherwise directed by the Engineer.Placement of <br />asphalt concrete swfacing shaIl conform to the app~cahle provisions of Section 39 of the CalifomiaStandard Specifications. <br />2.Aggregate BaSe:Combined mineral aggregafes shall confon:n to the quality and the grading fur three-quarter inch (3/4'1 maximum size <br />aggregBle Class 2 AggregBle Base specified in Section 26 of the Califumia Stmldard Specifications.. <br />Before acceptance oftepairs to the County road rights-of-way.all unsightly and detrimental dirt,dust and/or debris shall be removed and the constroction <br />areas left in aneat and presentable condition(s). <br />L Ifnecessary.Count;y road traveled way and driveway pij:Yements shall-be washed with wafer to remgve dirt and dliSt. <br />2.Driveway approaches and field entrance pavements damaged hy equipment or spoil baDks shall be repaired as directed by the Engineer. <br />Upon request by the County,any settlement sagging
