GENERALPROVISIONS
<br />GOVERNINGINSTALLATIONOFSUBSURFACESTRUCTURESANDPIPELINESWITHINCOUNTYROADRIGHTS-OF-WAY
<br />PUBLICCONVENIENCEANDSAFETY:
<br />A.BeforeobstructinganyprivatedrivewayentranceorCountyroadtraveledwaywithatrench,spoilbank,equipmentorotherbarrierpermittedforany
<br />prolongedperiodoftime,thePermitteeshallnotifytheknownusersGftherespectivethoroughfare(s)involved,andshallprovideaccessforvehicularand
<br />pedestriantraffictoandfromtheroad.
<br />1.Unlessotherwisepermitted,allworkshallbeconductedinsuchamannerthatnolessthanonelaneoftheexistingCountyroadtraveledwaywill
<br />bemaintainedopentopublictrafficduringworkinghoursinasmoothandsaferidingcondition(s).Twolanesshallbeopenafterworkinghours.
<br />2.Incaseswhereroadclosureispermitted,thepermissiontoclosetheroadwillbegrantedundertheconditionthatthePermitteenotifythe
<br />followingpersonsand/oragenciesofthetime,theperiodofclosure,andthedetourrouteatleasttwenty-four(24)hourspriortosaidroadclosure.

<br />B.Shouldhazardousconditionsrelativetotheinstallationoperationswarrantflagmen,asmanycapableflagmenasmaybenecessaryshallbeprovidedbythe
<br />Permitteeandstationedinadvanceofworktowarnanddirecttraffic.
<br />C.Lights,signsandbarricadesshallbefurnished,erectedandmaintainedbythePermitteefortheadequatewarningandconvenienceofthepublic,with
<br />particularattentiontobetakeninthisregardafterdark.
<br />D.Anyexcessdirtand/ordebriswhichmightbeahazardtoeitherautomobileorpedestriantraffic,uncontrollablebylights,signsandbarricades,shallbe
<br />removedfromthejobsitedaily.
<br />STRUCTURES:
<br />A.Wallsofstructuresshallbesuchqualityandstrengththattheywillresistallpressuresandwillnotcrackorbedeformedinsuchawayastocreateahazard
<br />ormaintenanceproblematanytime.Therefore,theminimumstructuralrequirementsforconcretepipeplacedundercountyroadrights-of-wayshall
<br />conformtothefollowingAmericanAssociationofStateHighwayandtransportationOfficials(AASHTO)designations.
<br />1.Forconcretepipeuptoandincludingthirty-threeinches(33")insidediameter,extrastrengthconcreteconformingtoAASHTODesignationM
<br />170M.
<br />2.Forconcretepipethirty-sixinches(36")insidediameterandlarger,reinforcedconcretepipeconformingtoAASHTODesignationM170MClass
<br />III.
<br />3.PlasticpipeconformingtoAASHTODesignationM294,
<br />B.AllconcretepipejointswithCountyroadrights-of-wayshallbesealedagainstleakageand/orinfiltrationwithrubbergasketinconformancewithSection
<br />65-1:06oftheCaliforniaStandardSpecifications,orwithothermethodsasmaybepermittedundertheSpecialProvisions.
<br />C.Cast-in-placeconcretepipe,vitrifiedclaypipe,spiralweldedsteelpipe,orcorrugatedaluminumalloypipeshallnotbeinstalledwithintheCountyroad
<br />rights-of-wayunlessspecificallysostatedintheSpecialProvisions,andonlyundertheconditionsasprovided.
<br />D.AllstructurestobeburiedwithintheCountyrights-of-wayshallbesetatsuchelevationsastoallowminimumcoverageofthirtyinches(30")tothe
<br />centerlineoftheroadwaysandtwelveinches(12")atthebottomsofborrowditcheseachsideoftheroadways.Thedepthsofstructuresshallbeestablished
<br />belowaflatplaneextendingacrosstherights~of-way,nopartofwhichshallextendabovetheelevationsstatedabove;manholes,lampholes,valves,etc.not
<br />included.Futuresurfaceelevationsshallbeanticipatedasnearlyaspossibleandstructureelevationsshallbeestablishedforfutureadjustmentsaccordingly.
<br />E.TheCountyherebyreservestherighttospecifyintheSpecialProvisionsthegageandsurfacetreatmentofanygalvanizedcorrugatedmetalpipethatistobe
<br />installed.
<br />F.Alllongitudinalutilityfacilitiesaretobeestablished(anddimensionedonsketches)fromsurveyedcenterlineofroadright-of-way,notfromright-of-way
<br />(border)lines.
<br />REPAIRSOFTHECOUNTYRIGHT-OF-WAY:
<br />A.Allexcavationsshallbebackfilledandcompactedimmediatelyafterworkthereinhasbeencompleted.
<br />B.Trenchedshallnotbeleftopenfartherthan300feetinadvanceofpipelayingoperations,or200feettotherearthereof,unlessotherwisepermittedbythe
<br />Engineer.
<br />C.UnlessotherwisepermittedundertheSpecialProvisions,backfillshallbeplacedandmechanicallycompactedinsuchamannerthattherelativecompaction
<br />throughouttheentirefillwithintheCountyroadright-of-wayshallconformtothepercentagesofcompactionasshownontheTrenchdetaiL
<br />D.Backfillmaterialshallbeplacedinhorizontaluniformlayersnottoexceedinthickness,beforecompaction,0.67footinthebeddingregion,one-footwhere
<br />90%compactionisrequired,andtwo-feetwhere80%compactionisrequired.
<br />E.Noportionoftheexcavation(s)shallbecompactedbypondingorjettingunlessamaintenancebondisprovided.
<br />F.Gravelbackfillmaterialshallbeutilizedonlywherespecificallysostatedonthefaceofthepermit.Itshallbecompactedbymeansofahigh-frequency
<br />internalvibrator,thecompactortobeasizeandtypeapprovedbytheEngineer.Pointsofcompactionshallnotbegreaterthan18"centersandtothefull
<br />depthofthelift.
<br />G.Allpavements,curbs,gutters,sidewalks,borrowditches,pipes,headwalls,roadsigns,trees,shrubbery,and/orotherpermanentroadfacilitiesimpairedby
<br />orasaresultofconstructionoperationsattheconstructionsite(s)occupiedbymaterialsand/orequipment,shallberestoredimmediatelyuponbackfillingof
<br />theexcavationtotheoriginalgradesandcrosssections,andtoaconditionasgoodas,orbetterthanexistingpriortoconstruction.
<br />H.Allsurfacingmaterialsofroadwaysanddrivewayapproachescutordamagedbyorasaresultofconstructionoperations,shallbereplacedwithinONE
<br />WEEKfollowingthebackfillingofexcavation,weatherpermitting,withcompactedlayersofsurfacingmaterialsatleastasthickastheexisting,andnoless
<br />thantwoinches(2")ofasphaltconcreteoversixinches(6")ofaggregatebase,bothasspecifiedbelow.
<br />1.AsphaltConcrete:CombinedmineralaggregateshallconformtothequalityandgradationrequirementsforType"B"one-halfinch(1l2)
<br />maximumaggregate,coarseormediumgradationasspecifiedinSection39oftheCaliforniaStandardSpecifications.Thebituminousbinderto
<br />bemixedwithmineralaggregateshallbepavingasphalthaving(GradePG64~10),unlessothervvisedirectedbytheEngineer.Placementof
<br />asphaltconcretesurfacingshallconformtotheapplicableprovisionsofSection39oftheCaliforniaStandardSpecifications.
<br />2.AggregatcBase:Combinedmineralaggregatesshallconformtothequalityandthegradingforthree-quarterinch(3/4")maximumsize
<br />aggregateClass2AggregateBasespecifiedinSection26oftheCaliforniaStandardSpecifications.
<br />\\.BeforeacceptanceofrepairstotheCountyroadrights-of-way,allunsightlyanddetrimentaldirt,dustand/ordebrisshallberemovedandtheconstruction
<br />areasleftinaneatandpresentablecondition(s).
<br />1.Ifnecessary,Countyroadtraveledwayanddrivewaypavementsshallbewashedwithwatertoremovedirtanddust.
<br />2.DrivewayapproachesandfieldentrancepavementsdamagedbyequipmentorspoilbanksshallberepairedasdirectedbytheEngineer.
<br />J.UponrequestbytheCounty,anysettlement,saggingofsurface,orcrackingofpavementshallberepairedimmediatelybyandatthesoleexpenseofthe
<br />Permitteeforaperiodofoneyearfollowingacceptanccofthework.
