GENERAL PROVISIONS
<br />GOVERNING INSTALLATION OF SUBSURFACE STRUCTURES AND PIPELINES WITHIN COUNTY ROAD RIGHTS-OF-WAY
<br />PUBLIC CONVENIENCE AND SAFETY:
<br />A.Before obstructing any private driveway entrance or County road traveled way with a trench,spoil bank,equipment or other barrier pennitted for any
<br />prolonged period of time,the Pennittee shall notify the known users of the respective thoroughfare(s)involved,and shall provide access for vehicular and
<br />pedestrian traffic to and from the road.
<br />1.Unless otherwise permitted,all work shall be conducted in such a manner that no less than one lane of the existing County road traveled way will
<br />be maintained open to public traffic during working hours in a smooth and safe riding condition(s).Two lanes shall be open after working hours.
<br />2.In cases where road closure is pennitted,the pennission to close the road will be granted under the canditian that the Permittee natifY the
<br />fallawing persans and/ar agencies afthe time,the periad af clasure,and the detaur route at least twenty-faur (24)haurs priar to'said road clasure.

<br />B.Should hazardaus canditions relative to'the installatian aperatians warrant flagmen,as many capable flagmen as may be necessary shall be provided by the
<br />Permittee and stationed in advance afwark to'warn and direct traffic.
<br />C.Lights,signs and barricades shall be furnished,erected and maintained by the Permittee far the adequate warning and canvenience afthe public,with
<br />particular attentian to'be taken in this regard after dark.
<br />D.Any excess dirt and/ar debris which might be a hazard to'either autamabile ar pedestrian traffic,uncantrallable by lights,signs and barricades,shall be
<br />remaved fram the jabsite daily.
<br />STRUCTURES:
<br />A.Walls af structures shall be such quality and strength that they will resist all pressures and will nat crack ar be defarmed in such a way as to'create a hazardarmaintenanceprablematanytime.Therefare,the minimum structural requirements far concrete pipe placed under caunty road rights-af-way shall
<br />canfarm to'the fallawing American Assaciation afState Highway and transpartatian Officials (AASHTO)designatians.
<br />1.For concrete pipe up to'and including thirty-three inches (33")inside diameter,extra strength cancrete canfarming to'AASHTO Designatian M
<br />170M.2.Far cancrete pipe thirty-six inches (36")inside diameter and larger,reinfarced cancrete pipe canfarming to'AASHTO Designatian M 170M Class
<br />III.

<br />B.All cancrete pipe jaints with Caunty raad rights-af-way shall be sealed against leakage and/ar infiltratian with rubber gasket in canfarmance with Sectian
<br />65-1 :06 afthe Califarnia Standard Specificatians,ar with ather methads as may be permitted under the Special Pravisians.
<br />C.Cast-in-place cancrete pipe,vitrified clay pipe,spiral welded steel pipe,ar carrugated aluminum allay pipe shall nat be installed within the Caunty raad
<br />rights-af-way unless specifically So'stated in the Special Provisians,and anly under the canditians as pravided.
<br />D.All structures to'be buried within the Caunty rights-af-way shall be set at such elevatians as to'allaw minimum caverage afthirty inches (30")to'the
<br />centerline afthe raadways and twelve inches (12")at the battams afbarraw ditches each side afthe raadways.The depths af structures shall be established
<br />belaw a flat plane extending across the rights-af-way,nO'part afwhich shall extend abave the elevatians stated abave;manhales,lamphales,valves,etc.nat
<br />included.Future surface elevatians shall be anticipated as nearly as passible and structure elevatians shall be established far future adjustments accardingly.
<br />E.The Caunty hereby reserves the right to'specifY in the Special Pravisians the gage and surface treatment af any galvanized carrugated metal pipe that is to be
<br />installed.
<br />F.Alilangitudinal utility facilities are to'be established (and dimensianed an sketches)fram surveyed centerline afroad right-af-way,nat fram right-af-way
<br />(barder)lines.
<br />REPAIRS OF THE COUNTY RIGHT-OF-WAY:
<br />A.All excavatians shall be backfilled and campacted immediately after work therein has been campleted.
<br />B.Trenched shall not be left open farther than 300 feet in advance afpipe laying aperatians,ar 200 feet to'the rear thereaf,unless athenvise permitted by the
<br />Engineer.
<br />C.Unless athenvise permitted under the Special Provisians,backfill shall be placed and mechanically campacted in such a manner that the relative compactian
<br />throughaut the entire fill within the Caunty road right-af-way shall canfarm to'the percentages af campactian as shO'wn an the Trench detail.
<br />D.Backfill material shall be placed in harizantal unifarm layers nat to'exceed in thickness,befare campactian,0.67 faat in the bedding regian,ane -faat where
<br />90%campactian is required,and twa-feet where 80%campactian is required.
<br />E.NO'partian afthe excavatian(s)shall be campacted by panding ar jetting unless a maintenance band is provided.
<br />F.Gravel backfill material shall be utilized anly where specifically So'stated an the face afthe permit.It shall be campacted by means af a high-frequency
<br />internal vibratar,the campactar to'be a size and type approved by the Engineer.Paints af campactian shall nat be greater than 18"centers and to'the full
<br />depth af the lift.
<br />G.All pavements,curbs,gutters,sidewalks,barraw ditches,pipes,head walls,raad signs,trees,shrubbery,and/ar ather permanent raad facilities impaired by
<br />ar as a result af canstructian aperatians at the canstructian site(s)accupied by materials and/ar equipment,shall be restared immediately upan backfilling af
<br />the excavatian to'the ariginal grades and crass sectians,and to'a canditian as gaad as,ar better than existing priar to'canstructian.
<br />H.All surfacing materials af roadways and driveway approaches cut ar damaged by ar as a result af canstructian aperatians,shall be replaced within ONE
<br />WEEK fallawing the backfilling af excavatian,weather permitting,with campacted layers af surfacing materials at least as thick as the existing,and nO'less
<br />than twa inches (2")af asphalt cancrete aver six inches (6")af aggregate base,bath as specified belaw.
<br />1.Asphalt Cancrete:Cambined mineral aggregate shall canfarm to'the quality and gradatian requirements far Type "B"ane-half inch(l/2)
<br />maximum aggregate,caarse ar medium gradatian as specified in Sectian 39 afthe Califarnia Standard Specificatians.The bituminaus binder to'
<br />be mixed with mineral aggregate shall be paving asphalt having (Grade PG 64-10),unless athenvise directed by the Engineer.Placement of
<br />asphalt cancrete surfacing shall canfarm to'the applicable pravisians af Sectian 39 afthe Califarnia Standard Specificatians.
<br />2.Aggregate Base:Cambined mineral aggregates shall canfarm to'the quality and the grading far three-quarter inch (3/4")maximum size
<br />aggregate Class 2 Aggregate Base specified in Sectian 26 afthe Califarnia Standard Specificatians.
<br />1.Befare acceptance afrepairs to'the Caunty road rights-af-way,all unsightly and detrimental dirt,dust and/ar debris shall be remaved and the canstructian
<br />areas left in a neat and presentable canditian(s).
<br />L If necessary,Caunty raad traveled way and driveway pavements shall be washed with water to'remave dirt and dust.
<br />2.Driveway approaches and field entrance pavements damaged by equipment ar spail banks shall be repaired as directed by the Engineer.
<br />J.Upan request by the Caunty,any settlement,sagging af surface,ar cracldng afpavement shall be repaired immediately by and at the sole expense afthe
<br />Permittee far a periad af ane year fallawing acceptance afthe wark.
