LLNL Emergency Plan <br />Rev-23 <br />October 2017 <br /> <br /> 48 <br />3 OFFSITE RESPONSE INTERFACES <br />3.1 Overview <br />In the event of an emergency at LLNL, a number of offsite resources are available for mitigation, <br />response, and recovery activities to augment onsite assets. It is the purpose of this section to <br />briefly describe those Federal, State, local, and private agencies that may be involved in an <br />Operational Emergency response. In addition, the interfaces between LLNL and these agencies <br />are discussed, including documented agreements. <br />The Emergency Programs Organization is the point-of-contact with offsite agencies for non- <br />security emergency planning, preparedness, and response. This includes, but is not limited to, <br />offsite planning coordination for LLNL, inter-agency meetings, and information transfer. The <br />Fire Department has ongoing contacts with local response agencies through mutual aid <br />agreements and actual response. LLNL PAO is the point-of-contact with offsite agencies in the <br />area of public education. Additionally, the Department Head of EMD and the Emergency <br />Programs Organization Manager meet regularly with their counterparts from the three other Bay <br />Area DOE facilities (Lawrence Berkeley National Laboratory, Sandia National <br />Laboratories/California, and SLAC National Accelerator Laboratory) to discuss common issues <br />and approaches to emergency management, as well as resource sharing during emergency events. <br />MOUs, Memoranda of Agreement (MOAs), and mutual aid agreements exist among specific <br />functional LLNL organizations and departments and their counterparts. The Security <br />Organization develops and signs security/law enforcement-related MOUs for LLNL. The EMD <br />develops and signs MOUs related to the fire/emergency medical services/HazMat arena and <br />provides these services at LLNL under contract with the ACFD. The EMD also develops and <br />signs MOUs associated with local medical facilities. A list of the existing MOUs/MOAs is <br />located in the current Emergency Readiness Assurance Plan. <br />In addition, DOE/NNSA maintains a number of emergency response assets and inter-agency <br />agreements with other Federal agencies that may be called upon for support. <br />LLNL has mutual aid agreements and understandings with local, county, State, and national <br />organizations including: <br />• Alameda County <br />• Alameda County Sheriff’s Office <br />• California Department of Forestry & Fire Protection <br />• California Highway Patrol <br />• City of Livermore <br />• City of Tracy
