The Recovery <br />Manager or ES&H Team Leader is normally responsible for the reentry phase during the post- <br />termination recovery phase. <br />11.2.3 Recovery Phase <br />Once conditions have stabilized and termination of the emergency has been recommended, the <br />recovery phase may be initiated. Steps in this process may include: <br />• Assessment of the health and safety of potentially affected workers <br />• Assessment of hazards from the impacted facilities <br />• Assessment of the airborne release or ground spill <br />• Assessment of damage to critical systems and functions <br />• Assessment of potentially-compromised security systems <br />• Assessment of the root cause of the event (accident investigation) <br />The Recovery Manager has responsibility for the recovery phase. Once this phase begins, the <br />recovery team, in conjunction with the ES&H Team Leader, will provide the assessments above <br />to the Recovery Manager. <br />11.2.4 Recovery Plan <br />The Recovery Plan, developed by the recovery team, is based on the information developed as <br />described in Section 11.2.3 above, and may consist of the following elements: <br />• Identification of the impacted area through sampling and monitoring surveys. <br />• Identification of impacted facilities within the impacted area, and prioritization of these <br />facilities based on their functional importance. The identified facilities will also include <br />affected utility systems such as power, water, and communications. <br />• Characterization of hazards and identification of appropriate remediation methodologies. <br />• Identification of available recovery resources and those that must be obtained from an <br />alternate source. <br />• Prioritization of recovery tasks. <br />• Recovery schedule. The schedule may be updated as new resources are acquired and <br />priorities are identified or shifted. <br />• Procurement of additional resources to support recovery operations. <br />• Notifications to and coordination with offsite agencies, including applicable regulatory <br />notifications (e.g., the EPA).
