LLNL Emergency Plan <br />Rev-22 <br />January 2017 <br /> <br /> 1 <br /> <br />EXECUTIVE SUMMARY <br />The Lawrence Livermore National Laboratory (LLNL) Emergency Plan documents the concepts <br />for preparedness and response to Operational Emergencies or any unplanned, significant events, <br />or abnormal conditions that require time-urgent response. The LLNL Emergency Plan provides <br />an overview of the roles, responsibilities, and lines of authority for the Emergency Response <br />Organization (ERO). The ERO maintains the capability to respond to and mitigate the effects of <br />hazards associated with emergencies; to direct protective actions for site personnel; to notify <br />offsite agencies and provide protective action recommendations for the public; to recover from <br />an Operational Emergency, minimizing impact to onsite operations and security; and to limit <br />adverse impacts to the environment. <br />The LLNL Emergency Plan and associated plans/procedures for its implementation address the <br />contractor applicable requirements of Department of Energy (DOE) Order 151.1C, <br />Comprehensive Emergency Management System. <br />A summary of the contents of each section in the Emergency Plan follows: <br />Section 1 Provides an introduction to the Emergency Plan by stating the mission of <br />LLNL, followed by the purpose, scope, and concept of operations, to <br />include a description of both the Operational Emergency Base Program and <br />the Operational Emergency Hazardous Material Program. Site and facilities <br />descriptions and a summary of the hazards survey/hazards assessment <br />process for LLNL are included. <br />Section 2 Describes the overall organizational structure of the site and the ERO, <br />which emphasizes responsibilities, lines of authority, and command and <br />control of preparedness and response elements. <br />Section 3 Describes the interface with those Federal, State, and local agencies that <br />may be involved in a response to an Operational Emergency. Includes <br />information on formally-documented agreements with offsite agencies. <br />Section 4 Describes emergency response facilities and equipment that might be used <br />during an emergency or recovery. <br />Section 5 Defines Operational Emergencies and provides an overview of the process <br />used for categorization and classification of Operational Emergencies at the <br />Laboratory. Discusses the process used to declare an Operational <br />Emergency. <br />Section 6 Describes the process for onsite and offsite notifications. Also describes <br />communications to onsite personnel and offsite agencies.
