LLNL Emergency Plan <br />Rev-22 <br />January 2017 <br /> <br /> 3 <br />1 INTRODUCTION <br />1.1 Purpose <br />The LLNL Emergency Plan is to document LLNL’s emergency management program including <br />response to Operational Emergencies at LLNL. The Emergency Plan is prepared and structured <br />in accordance with the DOE programmatic guidance for a standard format and content of <br />DOE/National Nuclear Security Administration (NNSA) emergency plans. The LLNL <br />Emergency Plan addresses the contractor applicable requirements of DOE Order 151.1C and <br />provides an overview of the roles, responsibilities, and lines of authority for the ERO. The <br />Emergency Plan also describes the interfaces and coordination with offsite agencies that provide <br />community awareness and protection through notifications, protective action recommendations, <br />and mutual aid. <br />In late Fiscal Year (FY) 2016, a significant revision to DOE Order 151.1C was issued as DOE <br />Order 151.1D. While most of the changes were related to the organization and structure of the <br />document, some significant requirements were added for emergency management systems that <br />require considerable time to implement. LLNL has committed to implementation of DOE Order <br />151.1D during FY 2017 and revising as necessary its emergency management program. Due to <br />the transitional nature of this approach, the overall basis for this LLNL Emergency Plan revision <br />continues to be DOE Order 151.1C; however, any programmatic changes implemented to reflect <br />DOE Order 151.1D are incorporated, where appropriate, to accurately provide a description of <br />the overall concepts of emergency operations at LLNL. <br />The concepts outlined in the Emergency Plan provide for the protection of workers, responders, <br />the public, the environment, and national assets. Detailed processes for implementing the <br />concepts described in the Emergency Plan are described in specific plans and procedures <br />prepared by the Emergency Management Department (EMD). These plans and procedures <br />describe the ERO, including all aspects of emergency planning, preparedness, response, <br />recovery, and readiness assurance. <br />LLNL uses the California Standardized Emergency Management System (SEMS) to manage <br />response to emergencies. SEMS was established in 1992 in the California Code of Regulations, <br />Title 19, Division 2. The use of SEMS standardizes throughout the State the response to <br />emergencies involving multiple jurisdictions or multiple agencies. SEMS is intended to be <br />flexible and adaptable to the needs of all emergency responders in the State. SEMS incorporates <br />the use of the National Incident Management System (NIMS), the Incident Command System <br />(ICS), Multi-Agency Coordination System, the California Master Mutual Aid Agreement, <br />existing mutual aid systems, and Operational Area Concept. <br />DOE Order 151.1C states that the established ERO at each DOE/NNSA site has the overall <br />responsibility for the initial and ongoing response to and mitigation of an emergency. Control at <br />the event/incident scene must be consistent with the NIMS ICS.
