LLNL Emergency Plan <br />Rev-22 <br />January 2017 <br /> <br /> 5 <br />1.1.2 Distribution of Copies <br />In addition to the distribution above, controlled copies of the Emergency Plan are stored in the <br />Emergency Programs Organization files and are provided to the Emergency Operations Center <br />(EOC), the NNSA/Livermore Field Office (LFO), and others as per established distribution lists. <br />Uncontrolled copies of the Emergency Plan are maintained on the Emergency Preparedness & <br />Planning website, distributed within LLNL, and are offered to appropriate offsite entities listed <br />in Section 3.1. <br />1.2 Scope <br />This Emergency Plan addresses and applies a description of emergency preparedness and <br />response to Operational Emergencies as defined in the CRD of DOE Order 151.1C. The <br />Emergency Plan applies to the Livermore site (Site 200), Site 300, and LLNL facilities contained <br />therein; additionally, it applies to the employees, visitors, and contractors performing work <br />onsite for the Laboratory. <br />1.3 Concept of Operations <br />When an Operational Emergency occurs, the Emergency Plan, through implementing <br />plans/procedures, is invoked for response to the emergency. Routinely designated LLNL <br />emergency responders, such as fire, Environment, Safety, and Health (ES&H) Teams, Hazardous <br />Material (HazMat), medical/emergency medical services, and Security Organization/law <br />enforcement, provide on-scene response. The Incident Commander (IC) through a Unified <br />Command structure directs emergency response. <br />The Emergency Management Duty Officer (EMDO) is onsite or on-call at all times, and is <br />responsible for categorizing Operational Emergencies and further classifying Operational <br />Emergencies as Alerts, Site Area Emergencies, or General Emergencies, if required. The EMDO <br />is also responsible for verifying the initial protective actions taken by the IC and making initial <br />required DOE and offsite agency notifications within fifteen (15) minutes of the declaration of an <br />Alert, Site Area Emergency, or General Emergency, and within thirty (30) minutes of the <br />declaration of an Operational Emergency Not Requiring Further Classification (Operational <br />Emergency classifications are discussed further in Section 5). In addition, the EMDO is <br />responsible for activating the ERO. Activation level may be determined in consultation with the <br />Laboratory Emergency Duty Officer (LEDO). The LEDO, who is onsite or on-call at all times, <br />represents the Laboratory Director. <br />During normal working hours, an individual from the EMD will respond to the incident scene <br />and serve as a facilitator for communications between the IC and key elements of the LLNL <br />emergency organization (i.e., EMDO, LEDO, EOC, Department Head of EMD, etc.).
