LLNL Emergency Plan <br />Rev-22 <br />January 2017 <br /> <br /> 7 <br />is expanded to implement additional emergency management requirements of an Operational <br />Emergency Hazardous Material Program, if hazardous materials pose a major threat to the health <br />and safety of workers and the public. The Hazards Survey and Emergency Planning Hazards <br />Assessments (EPHA), if required, are the technical planning basis for the site’s emergency <br />management program. Although the elements comprising both the LLNL Operational <br />Emergency Base Program and the LLNL Operational Emergency Hazardous Material Program <br />are described throughout the LLNL Emergency Plan, the scope and purposes of each are <br />presented below. <br />1.3.2.1 Operational Emergency Base Program <br />Each DOE facility/site is required to establish an Operational Emergency Base Program that <br />provides the framework for response to serious or severe events that involve the health and <br />safety of workers, the public, the environment, and safeguards and security. These events or <br />conditions are not unique to DOE/NNSA operations. <br />The specific requirements that constitute the LLNL Operational Emergency Base Program are <br />the emergency planning and preparedness aspects of DOE Order 151.1C, as well as applicable <br />laws, regulations, and ordinances. <br />The objective of the Operational Emergency Base Program is to achieve an effective integration <br />of emergency planning and preparedness requirements into an emergency management program <br />that provides capabilities for comprehensive emergency management through communication, <br />coordination, and an efficient and effective use of resources. <br />The LLNL Hazards Survey, based on an examination of the features and characteristics of all <br />LLNL facilities, identifies the generic types of emergency events and conditions and their <br />potential impacts, as well as key components of the Operational Emergency Base Program. For <br />facilities involved in producing, processing, handling, storing, or transporting hazardous <br />materials that have the potential to pose a serious threat to workers, the public, or the <br />environment, the Hazards Survey provides a hazardous material screening process for <br />determining whether further analysis of the hazardous materials in an EPHA is required. The <br />thresholds at which further analysis is required are discussed in Section 1.3.2.2, Operational <br />Emergency Hazardous Material Program. All areas and facilities not identified during this <br />process to be part of the Operational Emergency Hazardous Material Program are by default <br />covered by the Operational Emergency Base Program. <br />The elements of the Operational Emergency Base Program at LLNL are represented and <br />described in documents, plans, and procedures developed and maintained by individual <br />disciplines of the ERO. Response elements are also described in the LLNL Emergency Response <br />Capability Baseline Needs Assessment prepared by the LLNL Fire Marshal and reviewed by the <br />LLNL Department Head of EMD.
