LLNL Emergency Plan <br />Rev-22 <br />January 2017 <br /> <br /> 9 <br />Facilities with unique specialized response requirements may have additional planning beyond <br />what is detailed in this Emergency Plan. For instance, emergency planning for research animals <br />at LLNL is addressed in accordance with federal regulations and the LLNL Animal Program <br />Disaster Plan (LLNL-AM-642420). Furthermore, medical waste actions are planned for in <br />accordance with the California Medical Waste Management Act and LLNL documents Medical <br />Waste Management and Emergency Action Plan for the LLNL Biosafety Level 3 Facility (UCRL- <br />AM-694545), and Medical Waste Management and Emergency Action Plan for the LLNL <br />Biosafety Level 2 (and Lower) Facilities (UCRL-AM-694544). <br />1.3.2.2 Operational Emergency Hazardous Material Program <br />At certain thresholds, as prescribed by DOE Order 151.1C and associated Emergency <br />Management Guides, hazardous materials identified in the Hazards Survey must undergo a <br />further quantitative analysis through development of an EPHA. <br />For radiological classifications, DOE-STD-1027, Attachment 1, Table A.1 is used for <br />differentiating between Nuclear Facilities and Radiological Facilities. Radiological materials <br />exceeding the quantities listed on the table are screened in for quantitative assessments and <br />documentation in a facility EPHA. <br />Chemicals must be quantitatively analyzed in the EPHA unless they may be excluded by one of <br />four criteria: <br /> Common Public Use Exclusion <br /> Laboratory Scale Quantity Exclusion <br /> Low Dispersibility Exclusion <br /> Low Toxicity Exclusion <br />For biological classifications, facilities and/or operations with agents in type and quantity as <br />described in DOE Order 151.1C, CRD 2b (2) (c), require an EPHA. Inventories of biological <br />agents and toxins are assessed in accordance with the LLNL ES&H Manual, Document 13.1, <br />“Biogovernance,” Document 13.6, “Safe Handling and Use of Biological Materials,” the LLNL <br />Institutional Biosafety program, and the requirements of the Centers for Disease Control and <br />Prevention’s standard, Biosafety in Microbiological and Biomedical Laboratories. <br />All buildings/facilities and/or operations requiring a documented EPHA are included in the <br />Operational Emergency Hazardous Material Program. Additional information about the Hazards <br />Survey and EPHA development process is found in Section 1.4.1.2 of this Emergency Plan. <br />1.3.3 Severe Event Response <br />To prepare for severe events, LLNL has developed a Disaster/Self-Help Program Plan that <br />describes how LLNL and the ERO will respond to a large-scale or regional severe event <br />(e.g., earthquake) impacting LLNL when, for a significant period of time, there may be limited
