LLNL Emergency Plan <br />Rev-22 <br />January 2017 <br /> <br /> 66 <br />5 EMERGENCY CATEGORIZATION AND CLASSIFICATION <br />This section provides an overview of the process used for categorization and classification of <br />Operational Emergencies. Specific actions and criteria for categorization and classification of <br />Operational Emergencies are described in Emergency Programs Organization procedures. <br />In accordance with DOE requirements, Operational Emergencies are defined as major, abnormal <br />or unplanned events or conditions that cause or have the potential to cause serious health and <br />safety or environmental impacts. Operational Emergencies are characterized by: <br /> A requirement for resources from outside the immediate/affected area or local event <br />scene to supplement the planned initial response, and <br /> A requirement for time-urgent notifications to initiate response and/or protective actions <br />activities at locations beyond the event scene. <br />Most events at LLNL that involve an emergency response (fire, medical, HazMat, etc.) are not <br />Operational Emergencies. The event severity/complexity and the expected or required response <br />determine if an Operational Emergency declaration is warranted. <br />Operational Emergencies involving the actual or potential airborne release of hazardous <br />materials from an onsite facility or activity may also require further classification (i.e., an Alert, <br />Site Area Emergency, or General Emergency), based on the measured or predicted radiation dose <br />or hazardous material concentration at specific locations (e.g., the site boundaries). <br />5.1 Definitions <br />5.1.1 Operational Emergency Categories <br />An Operational Emergency may be categorized for the following types of emergencies: <br /> Health and Safety <br /> Environment <br /> Security <br /> Hazardous Materials <br /> Hazardous Biological Agent or Toxins <br /> Offsite emergency affecting LLNL <br /> Fire, emergency medical, mass casualty or other emergency at the discretion of the <br />EMDO, LEDO, or ED <br />Of these categories, Hazardous Materials Operational Emergencies may be further classified as <br />Alert, Site Area Emergency, or General Emergency. Security Operational Emergencies may be <br />further classified based on the potential for a release of hazardous materials and the projected <br />consequences. If an Operational Emergency does not involve hazardous material(s) or meet the <br />criteria for an Alert, Site Area Emergency, or General Emergency, it is classified as an <br />Operational Emergency Not Requiring Further Classification.
