LLNL Emergency Plan <br />Rev-23 <br />October 2017 <br /> <br /> 24 <br />2 EMERGENCY RESPONSE ORGANIZATION <br />2.1 LLNL Organization Structure <br />Lawrence Livermore National Security, LLC operates LLNL for the DOE/NNSA under Contract <br />DE AC52-07NA27344 (Contract 44) between LLNS and DOE. The LLNL organization chart <br />applicable to this Emergency Plan is shown on Figure 2.1. <br />2.1.1 Emergency Management Program Responsibilities <br />The Laboratory Director, who reports to the LLNS Board of Governors, is responsible for the <br />safe operation of LLNL. The Director has the authority and responsibility to ensure the <br />Laboratory complies with applicable DOE Orders, as well as other Federal, State, and local laws <br />and regulations. <br />The Director has delegated responsibility for operational activities, including emergency <br />management, to the Deputy Director. The Operations and Business (O&B) Principal Associate <br />Director is responsible for management oversight of LLNL’s facility operations programs and <br />integration with other O&B activities, including emergency management. <br />The Department Head for the EMD is responsible for the direction of LLNL’s comprehensive <br />emergency management and response program and serves as the Emergency Management <br />Program Administrator under DOE Order 151.1D. The Department Head is also the Functional <br />Area Manager for the Emergency Management Functional Area at LLNL. Under LLNL's <br />management system, the Functional Area Manager is responsible for assessing and measuring <br />the effectiveness of functional processes - in this case, emergency management - throughout the <br />Laboratory. <br />When decisions related to the Emergency Management Functional Area will have a significant <br />or broad impact on other Functional Areas or the Laboratory at large, the Functional Area <br />Manager is responsible for presenting the proposed changes to the O&B Principal Associate <br />Directorate’s Operations Review Board, and then to the Institutional Operations Review Board. <br />The Institutional Operations Review Board, which is represented by all key programs at LLNL, <br />then facilitates the negotiation and decision-making process for approving policy implementation <br />while balancing institutional risk. <br />The Emergency Programs Organization Manager, reporting to the Department Head of EMD, is <br />responsible for the daily activities of the Emergency Programs Organization, including <br />administration of programmatic activities necessary for LLNL to comply with DOE Order <br />151.1D. <br />The Emergency Programs Organization Facilities and Equipment Specialist is responsible for the <br />readiness and maintenance of the EOC, the alternate EOC, and other special projects as assigned <br />by the Emergency Programs Organization Manager.
