LLNL Emergency Plan <br />Rev-23 <br />October 2017 <br /> <br /> 40 <br />The EBCC’s primary responsibilities include: <br />• Monitor progress of an Operational Emergency at LLNL and provide business <br />continuity at the Laboratory. <br />• If requested by PAO, serve as the official LLNL spokesperson. <br />• Notify and inform key LLNL constituents and stakeholders. <br />• Provide direction for the resumption of research, programmatic, and administrative <br />activities. <br />• Identify or concur on a Recovery Manager to manage the recovery process. <br />The EBCC’s support responsibilities include: <br />• Provide overall direction for policy issues. <br />• Provide overall direction for the institutional priorities in the business recovery <br />process. <br />2.3.5 ERO Duty Officers <br />2.3.5.1 Laboratory Emergency Duty Officer <br />LLNL has an authorized LEDO available onsite or on-call 24 hours-a-day, 7 days-a-week to take <br />the actions necessary to protect the health and safety of employees, the public, and the <br />environment, and to maintain the facility’s security during abnormal and emergency situations. <br />The LEDO represents the Laboratory Director as the senior LLNS official at LLNL during an <br />emergency affecting the Laboratory. The LEDO serves as a consultant to the IC, the Director’s <br />Office, and cognizant senior management. During an Operational Emergency, the LEDO or <br />EMDO may activate the ERO, at which time the LEDO becomes the ED when the EOC is <br />declared operational. <br />2.3.5.2 Emergency Management Duty Officer <br />LLNL has an authorized EMDO available onsite or on-call 24 hours-a-day, 7 days-a-week to <br />categorize and classify events and to implement/recommend protective actions necessary to <br />protect the health and safety of employees, the public, and the environment per Emergency <br />Programs Organization plans/procedures. Protective actions issued by EMDOs should never be <br />less conservative than the actions implemented by the IC without the concurrence of the on- <br />scene IC. The EMDO also makes immediate DOE and offsite agency notifications. The EMDO <br />also makes other courtesy notifications at the request of the LEDO or as defined in Emergency <br />Programs Organization plans/procedures. The EMDO briefs the LEDO on all events, including <br />the protective actions implemented and/or recommended. Unless the event has been classified as <br />a Site Area Emergency or General Emergency, the EMDO consults with the LEDO to determine <br />the appropriate level of ERO activation, and then carries out ERO activation protocols.
