San Joaquin County Environmental Health Department <br /> (EHD) is the CUPA for all hazardous materials programs (Business Plans, Underground <br /> Storage Tanks, Aboveground Petroleum Storage Tanks, Hazardous Waste Storage and <br /> Onsite Hazardous Waste Treatment) in this county. <br /> Previously, Business Plan information was entered into the San Joaquin County Office of <br /> Emergency Services (OES) electronic database by business owners when OES was the <br /> agency responsible for the Business Plan program. On July 1, 2011, the Board of <br /> Supervisors transferred the Business Plan program to the EHD. The OES database was not <br /> capable of handling the other hazardous materials programs or the state database called the <br /> California Environmental Reporting System or CERS. The EHD was able to transfer most of <br /> the existing data from the old database to the CERS database but it needs to be reviewed, <br /> updated, and certified. <br /> What you need to know: <br /> 1. The Business Plan must be certified no later than March 1, 2013. This date change <br /> was made to accommodate the change in databases, next year the date will be <br /> different. <br /> 2. The CERS database can be found at http://cers.calepa.ca.gov/where you will need to: <br /> a. Create a New Account (or if you created an account in CERS, just log in) by <br /> following the instructions. <br /> b. Submit a CERS Lead User form (included) for your facility to the EHD unless <br /> you are already an approved Lead User. <br /> c. Review your CERS data for accuracy and complete what is missing or <br /> inaccurate. <br /> d. Upload your facility map. <br />
