COMPLIANCE WITH
FEDERAL INVENTORY REPORTING REQUIREMENTS
The Federal Government has hazardous materials inventory reporting requirements
under the Superfund Amendments and Reauthorization Act (SARA), Section 312.
Under this federal law facilities using hazardous materials in amounts equal to or
greater than 10,000 pounds, or extremely hazardous substances in an amount equal
to or greater than 500 pounds or the Threshold Planning Quantity (40 CFR, Part
355, Appendix A), whichever is lower, are required to develop and submit a Tier II
(SARA 312) inventory report.
Facilities that fall under the federal reporting requirements need to be aware that
submittal of the enclosed Certification Statement Form meets State and local
reporting requirements but does not suffice for federal reporting requirements.
Submittal of the enclosed Chemical Description Page in hard copy or electronic
format does meet federal requirements. For more information on federal
requirements, please contact the United States Environmental Protection Agency at
(800) 535-0202.
We encourage facilities that need to comply with the federal program to
obtain our electronic templates and make electronic HMMP and
inventory submittals. This will save you time, ensure compliance with
federal law, and decrease the cost of administering the program. Please
feel free to call our San Joaquin County Hazardous Materials Division
at (209) 468-3969 for more information on receiving the templates.
