PgUlly
COUNTY OF SAN JOAQUIN
• < OFFICE OF EMERGENCY SERVICES RONALD E.BALDWIN
ROOM 610,COURTHOUSE Coordinator
222 EAST WEBER AVENUE
.76*iN
STOCKTON, CALIFORNIA 95202
TELEPHONE(209)468-3962
HAZARDOUS MATERIALS DIVISION(209)468-3969
April 6, 1998
AMERIGAS INC (HWY 99 &PELTIER) Account#: 5990
ATTN GREGORY MARTINSEN
P.O. BOX 292370
SACRAMENTO CA 95829
SUBJECT: RISK MANAGEMENT PLAN
Article 2 of Chapter 6.95 of the California Health and Safety Code was recently revised to meet
Federal Clean Air Act requirements for the preparation of Risk Management Plans. This new, but
similar, federal program replaces the existing State program that required specified businesses to
complete a Risk Management and Prevention Program(RMPP) for specified hazardous materials.
These new federal criteria now require businesses which use extremely hazardous materials as
defined in State or Federal regulations to complete a Federal Risk Management Plan(RMP) or
expand upon a previously completed State of California Risk Management and Prevention
• Program (RMPP).
An initial review of our records indicates that your business is required to participate in one of
three Risk Management Plan programs identified in the Clean Air Act. In order to determine your
exact requirements, a review session must be conducted with our office. This review session will
determine which program your regulated processes must comply with as well as provide initial
compliance assistance. Facility staff familiar with the following information will need to attend
this meeting.
- Equipment Design and Operation
- Training Programs and Administrative Policies
- Characteristics of Business Processes which use Extremely Hazardous Materials
- Preventive Maintenance Policies and Procedures
These staff should bring appropriate site maps, system diagrams and layouts, chemical inventory
information and other relevant documentation to the meeting to ensure a prompt and accurate
assessment.
In order to schedule this required review session, please contact Art Bentley or Mike Parissi at
(209) 468-3969 no later than April 17, 1998. Your cooperation in promptly scheduling a meeting
will help us ensure that you are in compliance with federal law.
SAN JOAQUIN COUNTY OFFICE OF EMERGENCY SERVICES
