I saw <br /> there was a cleanup operation underway and could see several drums. This prompted me to stop and verify if this <br /> was a business and if a Business Plan was required. A man operating a tractor came up to me and I identified <br /> myself and asked to speak with who was in charge. He made a phone call and told me someone would be here <br /> shortly. While waiting, I observed many florescent light ballasts on the ground, drams of oil filters, and drams of <br /> waste oil. Within about 10 minutes Ron Barber Jr. arrived in a track and Allen Beterman, Environmental Health, <br /> arrived in a white county vehicle accompanied by a female co-worker. I explained to both individuals why I had <br /> stopped. They assured me there was no business operation and told me that the man who had accumulated all of the <br /> stuff had been dead for many years and the property has sat idle ever since. Allen Beterman and Ron Barber Jr. said <br /> they would be the new property owners once the sale closes escrow and that the property is to be used for new <br /> homes. Mayor Podesto's name was mentioned, but I do not recall the context. They said that they are to cleanup <br /> the property as part of the sale agreement. Ron Barber Jr. showed me his business card and said his company is a <br /> licensed waste removal company and he assured me the waste would be removed properly. Based on the <br /> information they provided,I determined a Business Plan was not required. I thanked them for their time and left. <br /> On the afternoon of August 30, 2004 I arrived at 4460 S. Hwy 99 Frontage Road to conduct a Business Plan <br /> inspection of R.B. Construction. I meet with Ron Barber Sr. I identified myself and told him why I was there. I <br /> explained the inspection process and asked if he could show me the Business Plan. He didn't know where the Plan <br /> was kept and explained to me that the office manager,who did,would be back the next day. I gave him my business <br /> card and said I would come back and although it may not be the next day it would be soon. I thanked him for his <br /> time and left. <br /> On September 1, 2004 at 13:50 I arrived back R.B.
