CONSOLIDATED CONTINGENCY PLAN <br />Union Pacific Railroad – Intermodal Facility 4 <br /> <br />Emergency Response Plans and Procedures <br /> Utilities <br /> Sprinkler Systems <br /> Cabinets <br /> Shelves <br /> Racks <br /> Pressure Vessels <br /> Gas Cylinders <br /> Tanks <br /> <br /> Process Piping <br /> Shutoff Valves <br /> Other: <br /> <br /> <br /> <br /> <br /> <br />Maintenance Shed, RTS Area <br />Maintenance Shed, RTS Area <br />Documented in Site Plan and <br />SPCC <br />Transfer areas for liquid oil. <br />Emergency Procedures <br />Prevention <br />Materials on Site have the following identified hazards: Fire, sudden release of pressure, acute/chronic <br />health, and reactivity <br />Describe Actions taken to prevent spills/releases from occurring: Overfill protection of tanks is provided <br />by either a liquid level gauge on the tank or visual inspection (as noted in site SPCC) and by constantly <br />supervised transfers. The oil storage and handling areas are visually inspected on a routine basis that is <br />daily or as equipment is used. Daily inspection is a visual, undocumented inspection looking for obvious <br />signs of damage, leaks, stained soil, or stormwater contacting the bottom of tanks/containers. <br />Mitigation <br />Describe actions taken to reduce harm to person(s), property, or the environment. What is the <br />immediate response to a leak, spill, fire, or airborne release: In the event of a leak, spill, fire or airborne <br />release, personnel are instruction to follow the guidelines addressed in the Hazardous Material <br />Emergency Response Plan (HMERP). This includes protecting oneself and others, initiating the <br />notification process, and assisting with emergency response as practical based on training and scope of <br />duties. If an employee discovers a discharge, the employee will notify the RMCC, who initiates spill <br />response protocol. <br />Abatement <br />Describe the complete process of cleaning up and disposing of release materials: In the event of a spill or <br />release, the RMCC is contacted. The RMCC contacts appropriate Union Pacific Railroad (UPRR) <br />personnel (i.e. the Hazardous Materials Manager, site remediation personnel, or the Manager of <br />Environmental Field Operations (MEFO)). UPRR personnel would then follow the appropriate <br />Department of Transportation (DOT), Occupational Safety and Health Administration (OSHA) and/or <br />Resource Conservation and Recovery Act (RCRA) regulations. If additional assistance is needed, UPRR <br />personnel would request the aid of emergency response contractors. <br />For “incidental spills” as defined in the site SPCC, no emergency response is required if the employee is <br />knowledgeable, capable and properly equipped to contain and mitigate the hazard, and there is no <br />significant threat to human health, safety or the environment. “Incidental spills” require notification to <br />the RMCC, employee supervisor, and/or the responsible Site Manager. If safe to do so, “incidental <br />spills” are contained with sorbent materials and equipment. <br />For “non-incidental spills” as defined in the site SPCC, employees are to follow the guidelines listed in <br />the HMERP “INITIAL OBSERVERS AND OTHER EMPLOYEES ROLES & RESPONSIBILITIES.” <br />Wastes resulting from incidental spill response will be containerized in impervious bags, drums or <br />buckets. The Environmental Manager or Hazardous Material Manager will characterize the waste for <br />proper disposal and ensure that it is removed from the facility by a licensed waste hauler. Wastes <br />resulting from a non-incidental spill or discharge will response will be removed and disposed of by a <br />cleanup contractor under the supervision of the UPRR Environmental Management group.
