The following is an itemized list of hazardous materials violations that have not been addressed for Cal Freight as of May 19, 2017. Open violations from April 10, 2017 inspection Violation#2 - Failed to complete and electronically submit a hazardous materials business plan. The facility's business plan was not submitted electronically to the California Environmental Reporting System (CERS). As of January 1, 2013, all businesses were required to submit all business plans electronically. Immediately log into the CERS at http://cers.calepa.ca.gov/, enter the correct or updated information, and submit to the EHD for approval. Violation #4-Failed to complete and/or submit the Business Activities or Owner/Operator Identification page. The Business Owner/Operator Identification form was not submitted. This information must be current and submitted as part of the business plan. Immediately log into the California Environmental Reporting System (CERS) at http://cers.calepa.ca.gov/, enter the correct or updated information, and submit to the EHD for approval. Violation#5 - Failed to complete and/or submit hazardous materials inventory for all reportable materials on site. 10,000 gallons of diesel and 300 gallons of Diesel Exhaust Fluid were found on site that have not been reported. Any material that meets or exceeds the reportable quantity shall be reported in the facility's business plan. Immediately log into the California Environmental Reporting System (CERS) at http://cers.calepa.ca.gov/, add the materials to the hazardous material inventory, and submit to the EHD for approval. An inspection report was emailed to the facility operator, Paul Hamiton, on the day of the inspection. The report was amended by the Environmental health Department. The amended report replaces the initial report. Violation#6 - Failed to complete and/or submit a site map with all required content. A site map was not submitted as part of the business plan. A site map shall contain a north orientation, loading areas, internal roads, adjacent streets, storm and sewer drains, access and exit points, emergency shutoffs, evacuation staging areas, hazardous material handling and storage areas, and emergency response equipment. Immediately log into the California Environmental Reporting System (CERS) at http://cers.calepa.ca.gov/, upload the correct or updated information, and submit to the EHD for approval. Violation#7 - Failed to establish and/or submit emergency response procedures for a release or threatened release. The emergency response procedures were not uploaded on CERS website . A business plan shall include the following emergency response procedures for a release or threatened release of hazardous materials, including, but not limited to, the following: - immediate notification of local emergency personnel and the Environmental Health Department(EHD) - procedures for the mitigation of a release or threatened release to minimize any potential harm or damage to persons, property, or the environment -evacuation plans and procedures, including immediate notice, for the site Immediately log into the California Environmental Reporting System (CERS) at http://cers.calepa.ca.gov/, upload the correct or updated information, and submit to the EHD for approval. Violation#8 - Failed to submit a training program or program is not reasonable or adequate for facility. A training program were not uploaded to CERS website . Training programs for all employees and annual training, including refresher courses, shall include safety procedures for the event of a release or threatened release of a hazardous material, including, but not limited to, familiarity with the facility's emergency response plans and procedures. These training programs may take into consideration of each employee. Immediately prepare or update the facility's training program, log into the California Environmental Reporting System (CERS)at http://cers.calepa.ca.gov/, upload the correct or updated information, and submit to the EHD for approval.
