SPCC for Antonini Enterprises Lathrop Facility <br /> AGT 15 is located in the Maintenance Shop Area (Figure 2). This tank is stored on a <br /> concrete surface and is not located in an area subject to potential flooding. Presently <br /> there is no double containment for this tank. The tank is inspected weekly for structural <br /> integrity and to ensure no leakage is occurring. The inspections are conducted and <br /> documented by the Maintenance Manager. A copy of the inspection form used is <br /> included in Appendix B and completed inspection forms are stored in the Safety <br /> Supervisors office with the SPCC. <br /> C. Facility Transfer Operations (112.7(e)(3)(i-v)): <br /> (i) Buried piping installation protection and examination: <br /> 112.7(e)(3) Facility transfer operations, pumping and in-plant process (onshore); (excluding <br /> production facilities). (i) Buried piping installations should have a protective wrapping and coating <br /> and should be cathodically protected if soil conditions warrant. If a section of buried line is <br /> exposed for any reason, it should be carefully examined for deterioration, If corrosion damage is <br /> found, additional examination and corrective action should be taken as indicated by the <br /> magnitude of the damage. <br /> There are no buried fuel pipelines present at this Facility. <br /> (ii) Not-in-service and standby service terminal connections: <br /> 112.7(e)(3) Facility transfer operations, pumping and in-plant process (onshore); (excluding <br /> production facilities). (ii) When a pipeline is not in service, or in standby service for an extended <br /> time, the terminal connection at the transfer point should be capped or blank-flanged, and <br /> marked as to origin. <br /> The tanks are in service throughout the year. <br /> The refueling line for AGT 1 is mounted within a 20-gallon spill collection box. In the <br /> event of a leak or improper hose connection during refueling activities, spilled fuel (up to <br /> 20-gallons) would be captured within the spill container box. The refueling line for AGT <br /> 1 is capped with the fill valve in a closed position when the AGT is not being refueled. <br /> The refueling line for AGT 2 is mounted to the top of AGT 2 and is housed within a 5- <br /> gallon cylindrical overflow box to capture any fuel spilled during refueling activities. The <br /> refueling line for AGT 2 is capped with the fill valve in a closed position when the AGT is <br /> not being refueled. <br /> (iii) Pipe supports design: <br /> 112.7(e)(3) Facility transfer operations, pumping and in-plant process (onshore); (excluding <br /> production facilities). (iii) Pipe supports should be properly designed to minimize abrasions and <br /> corrosion and allow for expansion and contraction. <br /> Pipes are constructed of welded steel and the influent and effluent pipes for AGT 1 and <br /> AGT 2 are all above-ground. The pipelines are secured to welded steel pipe support <br /> racks which are anchored to the concrete slab with appropriate base plates and anchor <br /> bolts. <br /> (iv)Aboveground valve and pipeline examination: <br /> 112.7(e)(3) Facility transfer operations, pumping and in-plant process (onshore); (excluding <br /> production facilities). (iv) All aboveground valves and pipelines should be subjected to regular <br /> examinations by operating personnel at which time the general condition of items, such as flange <br /> -16- <br />
