The entire <br /> containment system, including walls and floor, must be capable of containing oil and must be constructed so that <br /> any discharge from a primary containment system will not escape the containment system before cleanup occurs. <br /> Immediately provide adequate secondary containment for all aboveground petroleum storage containers larger than <br /> 55 gallons. <br /> This is a Class II violation. <br /> 710 CFR 112.8(c)(6)Plan failed to adequately discuss procedures to test or inspect each container for integrity. <br /> Industry standards are not discussed for facility inspection or formal inspections. The qualifications of personnel <br /> performing tests and inspection are not discussed. Each aboveground container shall be tested and inspected for <br /> integrity on a regular schedule and whenever repairs are made. The qualifications of personnel performing tests <br /> and inspections,frequency and type of testing and inspections that take into account container size, configuration, <br /> and design shall be determined in accordance with industry standards. Examples of these integrity tests include, <br /> but are not limited to:visual inspection, hydrostatic testing, radiographic testing, ultrasonic testing, acoustic <br /> emissions testing, or other systems of non-destructive testing. Comparison records and other records of <br /> inspections and tests must be maintained on site. Immediately include the industry standard being used for the <br /> testing and inspection of the tanks in the SPCC plan and submit a copy of the SPCC for review by the EHD. <br /> Note:A SP001 formal inspection was conducted in 2017. <br /> This is a Class II violation. <br /> 711 CFR 112.8(c)(6)Failed to perform scheduled tank tests or inspections by appropriately qualified personnel. <br /> The tanks were not inspected on schedule by the facility. The SPCC plan states that facility personnel will inspect <br /> the tanks on a monthly basis. The last inspection was conducted on november 2017. Each aboveground container <br /> shall be tested and inspected for integrity on a regular schedule and whenever repairs are made. The qualifications <br /> of personnel performing tests and inspections,frequency and type of testing and inspections that take into account <br /> container size, configuration, and design shall be determined in accordance with industry standards. Immediately conduct the necessary testing and <br /> submit a copy of the test results to the EHD, or provide equivalence as allowed by CFR 112.7(a)(2). <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by November 1, 2018. <br /> Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate ($152).
