API 653 In-Service Inspection Report <br /> for WW == M <br /> Pacific Ethanol HMT Inspection <br /> Tank No. T-6101 August 6,2013 <br /> Stockton, CA Page hof 44 <br /> SUMMARY AND REPAIR RECOMMENDATIONS (CONT'D.) <br /> SHELL (CONT'D.): The next external API 653 inspection should be conducted within 5 <br /> years and no later than April 2018 (ref. API 653, Para. 6.3.2.1). Complete API 653 out- <br /> of-service inspection prior to this date would supplement the next external inspection <br /> requirement. <br /> Shell Ultrasonic (UT) testing should be conducted again within 15 years and no later <br /> than April 2028 (ref. API 653, Para. 6.3.3.2). Complete API 653 out-of-service <br /> inspection prior to this date would supplement the next external inspection. <br /> NOZZLES AND APPURTENANCES: Visual (VT) inspection and Ultrasonic(UT)testing <br /> of the nozzles and manway were performed. <br /> Shell Manway A reinforcing pad is located over a 3-plate weld joint that does not meet <br /> the requirements per API 650, Para. 5.7.3.4 <br /> • Shell Nozzles B, C, F, H, I, J, and K do not have reinforcing plates. Per API 650 5.7.2.1, <br /> nozzle larger than NPS 2 shall be reinforced. Nozzle B is a foam injection nozzle above <br /> the product line and Nozzle B is blinded, both above the maximum product fill height. <br /> Visual (VT) inspection of these appurtenances found them in acceptable condition. This <br /> is provided as information only and no corrective action is required at this time. <br /> Consideration should be given to installing seal welded reinforcing plates if major <br /> alterations/modifications are made to the shell or respective nozzle. <br /> Shell Nozzles F and K have centerline elevations from the center of the nozzle neck and <br /> the bottom edge projection that is less than that required by API 650, Para. 5.7 and <br /> Figure 5-8. Visual (VT) inspection of these appurtenances found them in acceptable <br /> condition. This is provided as information only and no corrective action is required at this <br /> time. Consideration should be given to raising these nozzles if major <br /> alterations/modifications are made to the shell or respective nozzle. <br /> Nozzles F, H, I and K do not meet the minimum neck thickness requirements of API 650 <br /> (ref. Table 5-6, Column 3). These details have been present for an extended period and <br /> no corrective action is required at this time. This area should be monitored in future for <br /> signs of accelerated corrosion due to possible increased stress concentrations (stress- <br /> induced corrosion).
