Box 960001 <br />Stockton, CA 95296-0002 <br />The undersigned Registered Professional Engineer is familiar with the requirements of Part 112 of Title <br />40 of the Code of Federal Regulations (40 CFR part 112) and has visited and examined the facility, or <br />has supervised examination of the facility by appropriately qualified personnel. The undersigned <br />Registered Professional Engineer attests that this Spill Prevention, Control, and Countermeasure (SPCC) <br />Plan has been prepared in accordance with good engineering practice, including consideration of <br />applicable industry standards and the requirements of 40 CFR part 112; that procedures for required <br />inspections and testing have been established; and that this Plan is adequate for the facility. [40 CFR <br />112.3(d)] <br />This certification in no way relieves the owner or operator of the facility of his/her duty to prepare and fully <br />implement this SPCC Plan in accordance with the requirements of 40 CFR part 112. Henning, P.E. <br />Registered Professional En in er, State <br />The responsibility for oil spill control at the DDJC Sharpe has been assigned as identified below: <br />DDJC Sharpe is committed to providing the manpower, equipment, facilities, and materials required to <br />establish precautionary measures and to control and remove expeditiously any harmful quantity of oil or <br />hazardous substances discharged from DDJC Sharpe. <br />By signature, I certify that I have reviewed and approved this SPCC Plan and agree to implement the <br />necessary changes described in the Facility Upgrade Schedule, located in the SPCC Plan Addendum on <br />page A-67 of this Plan. <br />Date: <br />Lawrence R. In addition, the plan must be amended <br />whenever there is a change in facility design, construction, operation, or maintenance that materially affects the <br />facility's potential for the discharge of oil into or upon a navigable waterway.
