San Joaquin County <br /> Environmental Health Department <br /> 1868 East Hazelton Avenue, Stockton, California 95205-6232 <br /> Telephone:(209)468-3420 Fax:(209)468-3433 Web:www.sigov.org/ehd <br /> Aboveground Petroleum Storage Act Inspection Report <br /> Facility Name: Facility Address: Date: <br /> RAMOS OIL CARD LOCK 8925 W THORNTON RD, THORNTON May 10, 2017 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 710 CFR 112.8(c)(6) Plan failed to adequately discuss procedures to test or inspect each container for integrity. <br /> -The SPCC Plan stated that tank integrity testing will be done in accordance with STI SP001, but did not include the <br /> details of that testing for the site to follow. <br /> -No records were available to integrity testing. <br /> Each aboveground container shall be tested and inspected for integrity on a regular schedule and whenever repairs <br /> are made. The qualifications of personnel performing tests and inspections, frequency and type of testing and <br /> inspections that take into account container size, configuration, and design shall be determined in accordance with <br /> industry standards. Examples of these integrity tests include, but are not limited to: visual inspection, hydrostatic <br /> testing, radiographic testing, ultrasonic testing, acoustic emissions testing, or other systems of non-destructive <br /> testing. Comparison records and other records of inspections and tests must be maintained on site. Immediately <br /> update the SPCC Plan to include the integrity testing information and conduct the necessary testing and submit a <br /> copy of the test results to the EHD, or provide equivalence as allowed by CFR 112.7(a)(2). <br /> This is a Class II violation. <br /> 715 CFR 112.8(c)(8)(v) Failed to regularly test liquid level sensing devices to ensure proper operation. <br /> Liquid level sensing devices have not been tested regularly. Procedures and frequency of testing for these devices <br /> were not addressed in the Spill Prevention, Control, and Countermeasure(SPCC)plan. Liquid level sensing devices <br /> must be installed in accordance with CFR 112.8 and shall be regularly tested to ensure proper operation. <br /> Immediately conduct all necessary testing of liquid level sensing devices, or provide equivalence as allowed by CFR <br /> 112.7(a)(2). <br /> This is a Class II violation. <br /> 718 CFR 112.8(c)(11) Failed to provide sufficient secondary containment capacity for mobile or portable containers. <br /> The 55 gallon new oil and waste liquid drums were observed with insufficient secondary containment. According to <br /> the SPCC Plan, additional secondary containment is needed for the drum storage area. Portable oil storage <br /> containers must be positioned or located to prevent a discharge and shall be furnished with a secondary means of <br /> containment sufficient to contain the capacity of the largest single container with sufficient freeboard to contain <br /> precipitation. Immediately provide sufficient secondary containment for this and all other portable containers at this <br /> facility, or provide equivalence as allowed by CFR 112.7(a)(2). <br /> This is a repeat violation, Class It. <br /> 724 CFR 112.8(d)(4) Failed to regularly inspect aboveground valves, piping, and appurtenances. <br /> No records were available for the monthly and annual inspections described in the SPCC Plan. All aboveground <br /> valves, piping, and appurtenances shall be regularly inspected. Immediately inspect aboveground valves, piping, and <br /> appurtenances and ensure inspections are done regularly, or provide equivalence as allowed by CFR 112.7(a). <br /> This is a repeat violation, Class IL <br /> Page 5 of 6 <br />
