Dear Mr. Ruvalcaba, WASTE MANAGEMENT Central Valley Waste Services 1333 East Turner ad. Lodi, CA. On July 18, 201 B., the San Joaquin Environmental Health Department (SJEHD) conducted a routine APSA/SPCC Inspection of Central Valley Waste Services located at 1333 East Tamer Rd. Lodi, CA. CVWS is a subsidiary of USA Waste of California, Inc. During the inspection, SJEHD documented two alleged violations. Cental Valley Waste Services has subsequently investigated these alleged violations and has prepared the following response. Attached are pictures, updated SPCC plan and Return to Compliance Certification that you requested. Violation code: CFR 112.1(b)(3),112.2 Failure to properly close tanks when making a claim of permanently closed. A Convault tank, near the 12,000 -gallon diesel tank was observed without a sign conspicuously stating that it is a permanently closed container, and denoting the date ofclosure. The tank is riot in use but has not been properly closed. When a tank is not in rise, it must be peruanendy closed by meeting thefollowing conditions: - remove all liquid and .sludge from each container and connecting line - disconnect and blank offall connecting lines and piping havefi•om the tank - close and lock all valves - post a sign conspicuously stating that it is a permanently closed container and denoting the date of closure. immediately "Perrnanemly Close "all tanks that are riot being used or amend the Spill Prevention, Conn-ol, and Countermeasure Plan to include all petroleum tanks that have not been permanently closed. Tank has been closed onsite for several years. Unfortunately, the label became unattached and label has now been re -attached. Please see Attachment A for pictures showing compliance.
