r.r <br />WYSTE IaGNMEMEM <br />July 30, 2018 <br />Cesar Ruvalcaba <br />San Joaquin County <br />Environmental Health Department <br />1868 East Hazelton Avenue <br />Stockton, CA 95205 <br />RE: Response to APSA/SPCC inspection conducted on July 19, 2018. <br />Dear Mr. Ruvalcaba, <br />WASTE MANAGEMENT <br />Central Valley Waste Services <br />1333 East Turner ad. <br />Lodi, CA. <br />On July 18, 201 B., the San Joaquin Environmental Health Department (SJEHD) conducted a <br />routine APSA/SPCC Inspection of Central Valley Waste Services located at 1333 East Tamer <br />Rd. Lodi, CA. CVWS is a subsidiary of USA Waste of California, Inc. During the inspection, <br />SJEHD documented two alleged violations. Cental Valley Waste Services has subsequently <br />investigated these alleged violations and has prepared the following response. Attached are <br />pictures, updated SPCC plan and Return to Compliance Certification that you requested. <br />Violation code: CFR 112.1(b)(3),112.2 Failure to properly close tanks when making a claim <br />of permanently closed. <br />A Convault tank, near the 12,000 -gallon diesel tank was observed without a sign conspicuously <br />stating that it is a permanently closed container, and denoting the date ofclosure. The tank is riot <br />in use but has not been properly closed. When a tank is not in rise, it must be peruanendy closed <br />by meeting thefollowing conditions: <br />- remove all liquid and .sludge from each container and connecting line <br />- disconnect and blank offall connecting lines and piping havefi•om the tank <br />- close and lock all valves <br />- post a sign conspicuously stating that it is a permanently closed container and denoting the <br />date of closure. immediately "Perrnanemly Close "all tanks that are riot being used or amend the <br />Spill Prevention, Conn-ol, and Countermeasure Plan to include all petroleum tanks that have not <br />been permanently closed. <br />Tank has been closed onsite for several years. Unfortunately, the label became unattached and <br />label has now been re -attached. Please see Attachment A for pictures showing compliance. <br />
