(continued) <br />Immediately locate a copy of the missing manifests or prepare and submit an exception report to DTSC. <br />By November 18, 2012, submit to the EHD a copy of the signed off copy of the manifests or a copy of <br />the exception report submitted to DTSC. <br />812. Copies of universal waste disposal records were not found on site. A generator of universal waste <br />(batteries, mercury containing equipment, lamps/bulbs, electronic devices, CRTs, CRT glass, aerosol <br />cans) shall keep a record of each shipment of universal waste on site for at least three years. The <br />record may take the form of a log, invoice, manifest, bill of lading, or other shipping document, and shall <br />include the following: <br />- Name & address of destination facility <br />- Quantity & type of universal waste <br />- Date of departure/shipment <br />Begin this practice immediately. <br />910. This facility is puncturing aerosol paint cans. No written procedures were available on site for this <br />activity. A universal waste handler may process a universal waste aerosol can to remove and collect the <br />contents if the handler ensures that the processing operations are performed safely by developing and <br />implementing a written operating procedure detailing the safe processing of universal waste aerosol <br />cans. This procedure shall, at a minimum, include the following: <br />1. type of equipment to be used <br />2. operation and maintenance of the unit <br />3. segregation of incompatible wastes <br />4. proper waste management practices, including ensuring that flammable wastes are stored away <br />from heat and open flames <br />5. waste characterization <br />Immediately cease the puncture of universal waste aerosol cans, or develop written procedures for this <br />process and submit a copy of these procedures to the EHD by November 18, 2012. <br />912. No notification has been made to the EHD for the puncturing of aerosol cans. A universal waste <br />handler that processes universal waste aerosol cans shall, no later than the date on which the activity is <br />first initiated, submit a notification, in person or by certified mail, to the EHD.
