Describe your ability to properly remove and manage all Materials that Require <br />Special Handling (MRSH). <br />ECS Refining will remove the special materials from major appliances received. The <br />materials that will be remoived from the appliances for recycling are chlorofluorocarbons <br />(CFCs) used as refrigerants in refrigeration equipment, and used oil found in capacitors. <br />All these materials will be removed for recycling. The facility will not remove oil from <br />PCB -containing capacitors. <br />Other MRSH items included in appliances are mercury switches found in washing <br />machines and other large appliances. ECS Refining does not accept these items but <br />maintains information on how to remove these switches. <br />These materials will be removed and handled as described below: <br />Refrigerants <br />Refrigerant extraction will be performed by a trained licensed technician, using standard <br />removal methods. ECS Refining will contract with a licensed refrigerant removal <br />company that will remove the refrigerants from the appliances at the ECS Refining <br />location and will be responsible for taking the evacuated Freon off-site from ECS. After <br />determining the type of refrigerant to be evacuated, the Freon will be evacuated at correct <br />pressure into a labeled (by gas Freon type) DOT registered, certified hydrostatic -tested <br />tank. The tanks of Freon will be the responsibility of the contractor to remove from the <br />ECS Refining site. <br />Chlorofluorocarbons (HCFCs and CFCs) <br />Hydro chlorofluorocarbons and other non -CFC replacement refrigerants injected in air <br />conditioning/refrigeration units will be removed as listed above in "Refrigerant' section. <br />These materials are managed as hazardous wastes at and removed from the ECS Refining <br />site by the contractor used to perform the evacuation. <br />Used oil is removed and managed in accordance with Section 25250.1-25250.28 of the <br />California Health and Safety Code. <br />Capacitors removed from microwave ovens or refrigerators will be examined to be sure <br />that they do not contain PCBs. They will then have the oil removed by drilling a hole in <br />
