Environmental Health Department <br />Large Quantity Hazardous Waste Generator Inspection Report <br />Date: <br />July 23, 2018 <br /> Facility Address: <br /> 210 E WETMORE ST, MANTECA <br /> Facility Name: <br /> MANTECA CORP YARD <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 608 CCR 66266.130 Failed to properly manage used oil and fuel filters. <br />Bills of lading for the recycling of used oil filters for the last three years were not found on site. A copy of each bill of <br />lading must be kept on site for at least three years. Immediately locate a copy of all bills of lading for used oil filters <br />for the last three years, maintain them on site, and submit copies to the EHD. <br />Two black metal 55 gallon drums of used oil filters were observed without hazardous waste labels west of the used <br />oil tank. Used oil filters shall be drained of free-flowing oil, stored in a closed, rainproof container, labeled as <br />“drained used oil filters,” and marked with an accumulation start date. Immediately label and ensure that all used oil <br />filters are managed in this way. Since it cannot be determined how long the filters have been site immediately <br />recycle these filters under a bill of lading and submit a copy of the bill of lading to the EHD. <br />This is a repeat violation, Class II. <br /> 707 CCR 66273.34 Failed to label universal waste to identify type of universal waste. <br />Twenty-two cages and five pallets of e-waste were observed in the e-waste storage area without labels. Universal <br />waste shall be marked with the words "Universal Waste", the type of waste (batteries, mercury containing <br />equipment, lamps, electronic devices, CRTs, CRT glass) and the accumulation start date. Immediately label these <br />wastes and ensure that all universal wastes are labeled with the required information. <br />This is a repeat violation, Class II. <br />Overall Inspection Comments: <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, by August 23, 2018. <br />Please be aware as of January 1, 2013, all businesses are required to submit all hazardous materials <br />information online to the California Environmental Reporting System (CERS) at http://cers.calepa.ca.gov.
