The S1 87 product STP sensor, S2 87 vent fill sensor and S4 91 product STP sensor failed to get a high liquid alarm when tested. The technician on site cleaned out debris from the S1 and S2 sensor and replaced the high liquid float for the S4 sensor "like for like." The interstitial space of the UST shall be maintained, as designed, under constant vacuum such that a breach in the primary or secondary containment is detected before the hazardous substance is released into the environment. The sensors were retested during the inspection. All passed. This was corrected on site. This is a repeat violation, Class II. 318 CCR 2636(f)(2) Leak detector failed to detect a 3.0 gph leak at 10 psi. The Diesel electronic plld line leak detector failed to detect a leak when tested. All line leak detectors shall be capable of detecting a 3 -gallon per hour leak at 10 psi. The technician on site purged the product line and replaced the jet siphon valve, retested the leak detector and declared it a pass. This was corrected on site. This is a repeat violation, Class II. Overall Inspection Comments: Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement documenting the corrective actions that have been or will be taken for each violation, and any supporting paperwork, by April 30, 2018. Please be aware that as of January 1, 2014, facility operators are required to upload the following UST program documents into the California Environmental Reporting System (CERS): UST Monitoring Site Plan, UST Certification of Financial Responsibility, UST Response Plan, UST Letter from Chief Financial Officer (if applicable), and the Owner Statement of Designated Operator Compliance. The UST Owner/Operator: Written Agreement, if applicable, can be stored at the facility or uploaded into CERS. In the future, if the spill containers fail the tightness test, the SJCEHD will require new spill containers that have a five gallon capacity. AFTER THE COMPLIANCE DATE, EHD WILL BILL FOR ALL TIME AND ACTIVITIES ASSOCIATED WITH BRINGING THIS FACILITY BACK INTO COMPLIANCE. THIS FACILITY IS SUBJECT TO REINSPECTION AT ANY TIME AT EHD'S CURRENT HOURLY RATE.
