Vorster <br />Senior Engineer <br />California Regional Water <br />Quality Control Board <br />Central Valley Region <br />3201 S Street <br />Sacramento, CA 95816-7090 <br />Re: Letter of February 20, 1986, Complaint Investigation, <br />Holly Sugar, San Joaquin County <br />Dear Ms. Vorster: <br />In response to a request for a technical work plan and time <br />schedule referring to Mr. Azevedo's letter of February 20, 1986, <br />I would like to present the following items and request an <br />extension of the April 1, 1986 deadline to May 1, 1986. <br />A discussion of the "FINDINGS" section of Mr. Azevedo's <br />letter follows with an explanation of what has been accomplished <br />to date. <br />Item 1. Partially Full Drum of Muriatic Acid in the Pond: <br />The drum of muriatic acid was taken to the pond site <br />without the knowledge, consent, or approval of management. <br />Inspection of the drum indicated a small crack in the drum <br />bottom which resulted in a leak. An employee apparently took <br />the drum to the pond site rather than transferring it to another <br />drum. Disposal of the acid in this manner was inadvertent. <br />The site is not used for disposal of hazardous waste. <br />Item 2. Calcium Oxide Waste: <br />At the end of campaign, the remaining portion of the kiln's <br />contents will be ground and used to the greatest possible extent. <br />Any remaining calcium oxide waste will be disposed of in the <br />lime pond. An extension of time is needed to determine a <br />neutralization method for any remaining calcium oxide waste. <br />Engineering cannot proceed until this is determined. <br />
